{"id":6949,"date":"2005-06-27T14:02:04","date_gmt":"2005-06-27T14:02:04","guid":{"rendered":"https:\/\/zonda-develop.go-vip.net\/prosales\/article\/cracking-the-code_o"},"modified":"2005-06-27T14:02:04","modified_gmt":"2005-06-27T14:02:04","slug":"cracking-the-code_o","status":"publish","type":"post","link":"https:\/\/zonda-develop.go-vip.net\/prosales\/news\/industry-trends\/cracking-the-code_o\/","title":{"rendered":"Cracking the Code"},"content":{"rendered":"<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\r \r <p class=\"wp-block-paragraph\">\r <\/p>\r \r<\/div>\r<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\"><p class=\"wp-block-paragraph\">\r If you want to know what&#8217;s coming down the supply channel in the next few Iyears, a good place to start might be the 2003 International Building Code (IBC), the latest iteration of the so-called I-codes that will, in some form, ideally end up in the hands of every building official nationwide.<\/p><p class=\"wp-block-paragraph\">\r Though far from an illustrated catalog, the IBC is a bellwether of new product development, awareness, and acceptance among manufacturers, design professionals, and contractors. A product or application not covered in the I-codes typically has a short shelf life, while those that satisfy code changes and tougher performance standards are destined for popular use\u2014and supply chain profitability.<\/p><p class=\"wp-block-paragraph\">\r And the pendulum swings both ways. As much influence as the codes have on building products and their use, the reverse is also true. \u201cSometimes the code drives [product development], such as energy code requirements, that manufacturers must meet [with a product solution],\u201d says Julie Ruth, P.E., of JRuth Code Consulting in New Lenox, Ill. However, \u201cSometimes a product comes on the market that the codes must adjust to. One does not lead the other all the time.\u201d<\/p><p class=\"wp-block-paragraph\">\r The give-and-take relationship between codes and products intensified when the I-codes (actually, a set of code books for various industry segments, including residential construction) consolidated a trio of regional building code entities\u2014each with their own code change process and code book publishing schedule\u2014in 2000. \u201cInstead of maybe gaining or leveraging code approval in one or more of the regional codes, product manufacturers have far fewer chances [to get into the I-codes],\u201d says Ruth. \u201cIt&#8217;s an all-or-nothing proposition now.\u201d<\/p><p class=\"wp-block-paragraph\">\r That scenario translates to a more sophisticated and dedicated effort by manufacturers to propose or oppose code changes that will influence the promotion and industry acceptance of their existing and new product offerings. Further down the supply stream, the I-codes offer dealers an opportunity to partner with manufacturers and develop an expertise in building code interpretation for their pro customers, including architects and specifiers, that fosters loyalty, higher margins, and sustainable profits. \u201cOur main suppliers tell us about code changes and how to adjust what we carry,\u201d says Lonnie Cooper, manager and buyer for Hughes Lumber &#038; Building Supply, a single-location, $5 million dealer in Charleston, S.C. \u201cBottom line, builders want to do it right the first time,\u201d instead of risking an inspector&#8217;s red tag for non-compliance, even if there&#8217;s a slight cost premium attached.<\/p><p class=\"wp-block-paragraph\">\r <b>Code-Changing Causes<\/b>\r Developing reliable radar for recognizing code changes that may impact your product inventory requires at least a basic understanding of how and why code changes occur.<\/p><p class=\"wp-block-paragraph\">\r On a national level, the I-codes are published on a three-year schedule, with two code change hearings during the interim. The next edition of the IBC (as well as the residential code book) is scheduled for release in 2006, with the second of two code change hearings held later this year. The first round of hearings lasted 12 days and featured more than 2,200 code change proposals.<\/p><p class=\"wp-block-paragraph\">\r But while an increasing number of jurisdictions in nearly every state accept and enforce the I-codes (with more expected as the pre-2000 regional code books become truly obsolete), both state and local code-enforcement entities have the power to pick and choose\u2014and even add or alter\u2014which standards to impose on their builders and contractors.<\/p><p class=\"wp-block-paragraph\">\r That ability results in a code-change process that impacts local building and product usage perhaps even more than at the national level. \u201cWorking at the state level to get an amendment to the I-codes is more intense now,\u201d says Ruth, noting that the International Code Council (ICC), the governing body over the I-codes, also is working to include language and standards that address local conditions and special circumstances.<\/p><p class=\"wp-block-paragraph\">\r In addition to subtle and necessary code changes that occur through product evolutions (such as new grading standards for structural lumber that impact allowable spans), both the I-codes and state and local variations of them are particularly sensitive to accommodating dramatic natural events in the building code, especially after a hurricane, earthquake, or wildfire causes substantial property damage and loss. \u201cWhenever there&#8217;s a significant [natural] event, it&#8217;s a reality check [for the codes],\u201d says Ed Sutton, staff vice president for NAHB&#8217;s Construction Codes &#038; Standards department.<\/p>\r<\/div> \r<!--nextpage--><div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\r \r <p class=\"wp-block-paragraph\">\r <\/p>\r \r<\/div>\r<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\"><p class=\"wp-block-paragraph\">\r Hurricane Andrew, which wiped out sections of South Florida in 1992, is the oft-used poster child for how building codes affect a shift in building products. Specifications including impact-resistant windows and hurricane shutters, wind-uplift standards, and fastening systems for roofing materials and plated trusses were all planted in the statewide code soon after Andrew and are now firmly rooted there\u2014and in product assembly lines and lumberyards.<\/p><p class=\"wp-block-paragraph\">\r Proposed code changes following devastating fires in Southern California and the specter of seismic activity farther north have had a similar impact on building practices and dealer inventories, such as Class A fire-rated roofing, various framing connectors, and shear wall systems.<\/p><p class=\"wp-block-paragraph\">\r Meanwhile, environmental and energy-use issues, notably the phase-out of CCA-treated lumber, also affect product specifications. \u201cWe now carry two or three times the number of galvanized fasteners since the changes regarding treated lumber,\u201d says Cooper, reflecting how a code change for one type of product also affects related components.<\/p><p class=\"wp-block-paragraph\">\r <b>Trends<\/b>\r While dealers and contractors in Kansas City may not have to worry about upgraded code requirements addressing high winds or corrosion issues in coastal areas, other trends in the evolving I-codes have implications for every market.<\/p><p class=\"wp-block-paragraph\">\r One trend that directly impacts new product development is an increasing interest in engineered and synthetic materials. \u201cThere&#8217;s a lot of work going on with new materials and pushing the limits of existing standards,\u201d says Michael Beaton, senior regional manager of the ICC Evaluation Service (ICC-ES) in Whittier, Calif., which conducts and publishes evaluations of products or systems regarding their code compliance. \u201cPeople are looking to expand the use of existing, synthetic, and engineered materials in new and different ways.\u201d<\/p><p class=\"wp-block-paragraph\">\r Beaton points to recent examples such as insulated concrete forms (ICFs) and structural insulated panels (SIPs) as engineered technologies and materials that redefined concrete and framed walls, respectively. \u201cThere were code requirements for concrete walls, but they did not address this specific type or proprietary types of systems,\u201d he says, referring to ICFs, an industry that used the ICC-ES process to develop code-approved or -compliant standards to allow their use in construction.<\/p><p class=\"wp-block-paragraph\">\r Language and standards that address energy use are among the hot topics at the code change hearings, as well. In addition to trying to expand the scope of window and skylight performance to entry doors in terms of their thermal performance\u2014a code change stymied for lack of a test method to ensure compliance\u2014Ruth foresees building-end energy codes evolving along with product improvements. \u201cI&#8217;d like the codes to start considering fenestration and exterior wall [assemblies] as energy credits, not debits, if the building is properly designed,\u201d she says, a shift that would further increase the proliferation of energy-saving components such as windows, insulation, housewrap, and advanced flashing systems, among others.<\/p><p class=\"wp-block-paragraph\">\r One longtime trend that appears to be losing steam is the popularity of performance-based building codes, an alternative to building standards that more or less prescribe a method or application to be code compliant. \u201cThey were a hot topic five or six years ago as a way to promote the use of alternative products, but we&#8217;re seeing it swing back to prescriptive codes,\u201d says Ruth. \u201c[Local] building officials don&#8217;t want to make the decision about whether a new product or application meets the intent of the code.\u201d<\/p><p class=\"wp-block-paragraph\">\r <b>Breaking Down Barriers<\/b>\r Resistance among plan checkers and building inspectors, say code experts, is the primary impediment to incorporating new products and building methods into the I-codes and, more profoundly, the state and local versions of the national standards. \u201cLocal interpretation of the I-codes is the biggest barrier to new product innovation,\u201d says Carlos Martin, Ph.D., a researcher with the Partnership for Advanced Technology in Housing (PATH), a federally funded advocacy group based in Washington, D.C. \u201cEven if you have a product that complies with the code, the [local] official can still deny its use.\u201d<\/p><p class=\"wp-block-paragraph\">\r In addition, says Martin, small, innovative manufacturers are being left out of the code-change process. \u201cLarge manufacturers have the resources to track the codes and keep ahead of them,\u201d he says. \u201cSmaller companies may have an innovative solution, but don&#8217;t know the code and what they&#8217;re up against [to change it].\u201d PATH, he says, counsels building product manufacturers through all stages of bringing a new product to market, including code navigation.<\/p>\r<\/div> \r<!--nextpage--><div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\r \r <p class=\"wp-block-paragraph\">\r <\/p>\r \r<\/div>\r<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\"><p class=\"wp-block-paragraph\">\r Builders also are guilty of limiting code changes, specifically those that they perceive will add unnecessary and prohibitive costs to new housing, such as whole-house fire sprinkler systems or some of the more extreme code reactions to natural disasters. \u201cIt&#8217;s not that we [NAHB] oppose safer housing, but there has to be a balance with housing affordability,\u201d says Sutton.<\/p><p class=\"wp-block-paragraph\">\r In addition, contractors are notorious for simply resisting anything that might upset the status quo of their jobsites and production schedules. \u201cBuilders don&#8217;t like being pushed by manufacturers and suppliers to try new things,\u201d Sutton says. \u201cThey need information to convince the building official to accept it, and it&#8217;s inherent on the supplier to provide that. We like new products, but we want to make sure they work.\u201d<\/p><p class=\"wp-block-paragraph\">\r The prevailing method for providing that evidence to builders, as well as for innovative manufacturers to gain code compliance, is the ICC-ES process and resulting technical documents that dealers can pass along to their pro customers and\/or use to educate local building officials about code changes. \u201cManufacturers go to the ES to get a piece of paper regarding their product&#8217;s code compliance to give to a code official,\u201d says Beaton. \u201cIt ties building materials and codes together.\u201d<\/p><p class=\"wp-block-paragraph\">\r In addition, says Martin, the ICC is incorporating alternative construction clauses into the code and planning to offer training services to local building inspectors and code officials to get (and keep) them up to speed so that new products aren&#8217;t held up on the jobsite or up the supply channel. \u201cIf you&#8217;ve already gone through the hoops, building officials should not create new ones.\u201d<\/p><p class=\"wp-block-paragraph\">\r Finally, resistance to code changes comes from manufacturers, as well, especially those less innovative and looking to protect their profits from an upstart alternative. \u201cUsually, you have a few manufacturers pushing the code while the rest are dragging behind or openly resisting a change or upgraded standard,\u201d says Ruth. \u201cWhichever way you can get the momentum going, the codes tend to go that way.\u201d \u2014<i>Rich Binsacca is a contributing editor for<\/i> PROSALES.<\/p><p class=\"wp-block-paragraph\">\r <b>Tips for Cracking the Code<\/b>\r Develop radar for recognizing and anticipating code changes that might impact your product inventory, including:<\/p>\r <li>Designate one or two employees as experts on the I-codes, especially state and local interpretations.<\/li>\r <li>Stay in contact with vendors and suppliers about their product development efforts driven by code changes.<\/li>\r <li>Become involved with the state or local code-hearing process.<\/li>\r <li>Know how natural events, such as wildfires or hurricanes, might influence the I-codes and, as a result, state and local codes in your area.<\/li>\r <li>Investigate alternative specifications or building methods proposed by design professionals and contractors to check code compliance, recognize a coming trend, and\/or suggest a code-approved alternative.<\/li>\r <li>Check out <i>www.toolbase.org<\/i> to view a listing and inventory of PATH-supported and other new products and technologies making their way into the building code.<\/li><p class=\"wp-block-paragraph\">\r \r <media media-type=\"image\">\r  <media-caption><\/media-caption>\r  <media-producer><\/media-producer>\r <\/media><\/p><p class=\"wp-block-paragraph\">\r \r <media media-type=\"image\">\r  <media-caption>\r  <b>Property damage and losses caused by wildfires (top) and earthquakes (bottom) often prompt changes to building codes.
