Loosely collected under the rubric Smart Growth, initiatives like the New Urbanism and Complete Streets aim to create environments less dominated by the needs of automobiles and more focused on the multi-modal access that was common before suburban bedroom communities and shopping strips.<\/p>\r <p class=\"wp-block-paragraph\">With this effort to better balance vehicles, pedestrian traffic, bicycles, and transit comes a complex set of questions about the role of cars and parking. Not that parking was ever easy. But as established central business districts compete with suburban malls and office parks that offer plentiful free parking, many communities aim high with minimum requirements and low with rates.<\/p>\r <p class=\"wp-block-paragraph\">It\u2019s a recipe for underutilized parking that can\u2019t break even.<\/p>\r <p class=\"wp-block-paragraph\">With many tenants demanding parking at high stall-per-square-foot ratios, providing ample parking is a challenge for public officials and private developers alike. Increasingly, however, they\u2019re being pressured to offer less parking to encourage greener transportation modes and people-friendly streets. While laudable, this creates a whole new set of problems.<\/p>\r <p class=\"wp-block-paragraph\">\u201cWe hate parking!\u201d a transportation planner once gleefully announced as she recommended not accommodating any cars. Balance is crucial, but with so many competing considerations\u2014urban design, economics, aesthetics, real estate markets, environmental concerns, and public perception\u2014it\u2019s hard to chart a course.<\/p>\r <p class=\"wp-block-paragraph\">Parking requires careful consideration of the specific patterns and needs of the area in question. There are no rules of thumb.<\/p>\r <h3 class=\"wp-block-heading\">Why formulas aren\u2019t enough<\/h3>\r <p class=\"wp-block-paragraph\">The problem is that parking has grown up as, and continues to be, an offshoot of traffic engineering more than urban planning. Thus, plans often rely heavily on quantitative models that provide an incomplete picture.<\/p>\r <p class=\"wp-block-paragraph\">Municipal planners typically take a civil engineering approach, assessing need by counting how many vehicle trips an area experiences each day. There are two problems with this:<\/p>\r \r <\/div><ul class=\"wp-block-list\"><li>It provides only immediate data and nothing about need five or 10 years out; and<\/li><\/ul>\r <ul class=\"wp-block-list\"><li>It\u2019s passive.<\/li><\/ul><p class=\"wp-block-paragraph\">Rather than trying to figure out how many spaces will meet today\u2019s needs, figure out how parking can be used to promote urban planning goals, promote business development, and enhance quality of life. While this certainly involves measurements, such an analysis focuses on how parking can influence behavior. Behavior, in turn, is influenced by pricing (how much to charge in different parts of the city), and how long people are permitted to park.<\/p>\r <p class=\"wp-block-paragraph\">The Institute of Transportation Engineers\u2019 landmark Parking Generation provides data on how much parking a given land use will generate. However, the data were collected for stand-alone land uses and mostly in low-transit areas. While its ratios help in understanding peak potential demand, they\u2019re more of a starting point than an answer.<\/p>\r <p class=\"wp-block-paragraph\">The Urban Land Institute\u2019s Shared Parking manual accounts for mixed-use settings where the interaction between land uses that have different peaks (e.g., offices and cinemas) can reduce overall parking needs, and provides a method for modeling the reductions. This adds much-needed nuance to the planning of anticipated build-outs in mixed-use areas, and is a more valuable tool for downtown or other mixed-use environments.<\/p>\r <p class=\"wp-block-paragraph\">But a central business district is too complex for simple quantitative modeling. Unlike traffic engineering, parking has a lot to do with consumer choice.<\/p>\r <div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\"> \r <div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\r  <h3 class=\"wp-block-heading\">Progressive parkers<\/h3>\r  <div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\r  <\/div><\/div><\/div><p class=\"wp-block-paragraph\">In September, parking authorities in 21 countries answered a survey on trends and challenges. When asked to name three cities with trendsetting approaches to parking, respondents most often cited:<\/p>\r  \r   <ul class=\"wp-block-list\"><li>London (named by nine countries)<\/li><\/ul>\r   <ul class=\"wp-block-list\"><li>San Francisco (seven)<\/li><\/ul>\r   <ul class=\"wp-block-list\"><li>Amsterdam and Paris (five each)<\/li><\/ul>\r   <ul class=\"wp-block-list\"><li>Barcelona, Seattle, and Tokyo (four each)<\/li><\/ul>\r   <ul class=\"wp-block-list\"><li>U.S. respondents also identified New York, Los Angeles, and Washington, D.C.<\/li><\/ul><p class=\"wp-block-paragraph\">For example, when I meet with stakeholders I inevitably hear that parking is \u201ctotally full\u201d and it\u2019s \u201cimpossible\u201d to find a space. Then I do occupancy counts and almost always find plenty of empty spaces, but just outside the core destination blocks. The shortage is actually a shortage of spaces right where people want them: in front of their destination. Given free or cheap parking, everyone will choose the best spaces and be frustrated that they\u2019re \u201cnever\u201d available. \r <\/p><p class=\"wp-block-paragraph\">Given rate stratification, however, consumers make different decisions. Some pay the premium to park near the front door; some walk a few blocks for free or cheap parking. (In towns that don\u2019t have paid parking, time limits are used to stratify demand but this is generally less successful.)<\/p>\r <p class=\"wp-block-paragraph\">So the answer to \u201cDo we have a parking shortage?\u201d and \u201cHow much parking do we need?\u201d can\u2019t be answered with a code calculation or statistics. How much you need depends on the radius you\u2019re willing to consider and how much you\u2019re willing to charge to make use of that radius.<\/p>\r \r<!--nextpage-->\n\n<div For example, the same spaces used during the day by shoppers could be allocated to local residents at night. Sounds like common sense, but most communities don\u2019t work this concept into their parking plans. Then look closely at the location in question to make best use of available resources and\/or alternate modes.<\/p>\r <p class=\"wp-block-paragraph\">For example, a town I once worked with wanted to build a garage in the small central business district to support future mixed-use development. Officials told me at the kickoff meeting that it would pretty much bankrupt the community but saw no alternative for ensuring long-term prosperity. They needed to attract large-scale residential development and retail support to meet anticipated population growth.<\/p>\r <p class=\"wp-block-paragraph\">A study of existing facilities showed otherwise.<\/p>\r <p class=\"wp-block-paragraph\">Tweaking how current supply is used, such as incentivizing transit-oriented development through shared parking arrangements, would provide enough public parking even as retail grew. The area\u2019s grown into a model mixed-use downtown with vibrant pedestrian activity, successful shops, transit-oriented residential development, and just enough parking. All without turning the pretty downtown into a parking lot or raiding the general fund.<\/p>\r <p class=\"wp-block-paragraph\">Another city thought it needed another garage because those in the extremely busy retail area were always full.<\/p>\r <p class=\"wp-block-paragraph\">There was plenty of parking, though, outside the overcrowded retail core. But there was little rate stratification to encourage anyone to walk the few extra blocks. Employees were competing with customers for the prime spaces, chasing their own customers away by making parking in the area a hassle.<\/p>\r <p class=\"wp-block-paragraph\">Changing rate structures immediately freed up roughly 800 spaces during the busiest hours. Taking turnover into account, about 2,000 customers a day are now better served without having to build a new garage.<\/p>\r <h3 class=\"wp-block-heading\">Five key questions<\/h3>\r <p class=\"wp-block-paragraph\">As these examples show, seemingly minor changes can save millions of construction dollars. However, implementing them requires a qualitative analysis in an industry where many people are more comfortable with less subjective modeling:<\/p>\r \r <\/div><ul class=\"wp-block-list\"><li>How much surplus is realistically usable to support overflow demand before new supplies are needed?<\/li><\/ul>\r <ul class=\"wp-block-list\"><li>How far are people willing to walk to get cheaper, all-day parking?<\/li><\/ul>\r <ul class=\"wp-block-list\"><li>What kind of rate differential will create premium parking in the core and attractive discount parking a few blocks away?<\/li><\/ul>\r <ul class=\"wp-block-list\"><li>Do policies support \u201cpark once\u201d usage, or is traffic exacerbated by people getting back in their cars to go one block to another store?<\/li><\/ul>\r <ul class=\"wp-block-list\"><li>How much less parking can be built to support alternative modes of travel without rendering office, residential, or retail space unleasable?<\/li><\/ul><p class=\"wp-block-paragraph\">The answers vary from town to town, and this is the challenge. A rate strategy that works well in Stamford might be a political hot potato in Danbury. Walking distances that are taken for granted in New York City might be the death of a business just across the river in New Jersey.<\/p>\r <p class=\"wp-block-paragraph\">Using time limits instead of rates to manage parking might be the only politically viable solution in one town, while a similar town in the same region might find meters helpful. Improved transit connections and bike paths may make a serious dent in demand in a college town but have little impact in a more staid community.<\/p>\r <p class=\"wp-block-paragraph\">Cities often fail in implementing urban planning initiatives because they mishandle these questions. Studying how your system operates day-to-day is the vital first step in deciding what\u2019s right for your community.<\/p>\r <hr>\r <h3 class=\"wp-block-heading\">\r <div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\r  <\/div><\/h3><h3 class=\"wp-block-heading\">\r <div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\r  <br>Parking and growth: A case study\r <p class=\"wp-block-paragraph\">One year ago, the City of San Leandro in California debuted a new garage and pricing structure that leaders hope will ensure the new central business district successfully replaces revenue lost when the state ordered that 408 redevelopment agencies be disbanded.<\/p>\r <p class=\"wp-block-paragraph\">Although it occupies the same footprint as its 1970s predecessor, the 384-space structure provides 50% more parking and 2,000 square feet of ground-floor office space for the chamber of commerce. The San Francisco office of Walker Parking Consultants used Autodesk Inc.\u2019s Revit building information modeling (BIM) software to achieve these gains while meeting seismic standards, complying with the Americans with Disabilities Act accessibility requirements, and qualifying for LEED certification.<\/p>\r <p class=\"wp-block-paragraph\">Located on the eastern shore of San Francisco Bay between Oakland and Hayward, the 15.66-square-mile city has 87,000 residents. When they decided to replace the parking structure, city leaders wanted an environmentally friendly facility that provides a satisfying user experience.<\/p>\r <p class=\"wp-block-paragraph\">To that end, parking is free for two hours on the first floor during the day and free throughout the entire structure after 5 p.m. daily and all day on weekends.
