{"id":77784,"date":"2007-05-07T14:35:51","date_gmt":"2007-05-07T14:35:51","guid":{"rendered":"https:\/\/zonda-develop.go-vip.net\/concrete-construction\/article\/team-green_o"},"modified":"2007-05-07T14:35:51","modified_gmt":"2007-05-07T14:35:51","slug":"team-green_o","status":"publish","type":"post","link":"https:\/\/zonda-develop.go-vip.net\/concrete-construction\/projects\/infrastructure\/team-green_o\/","title":{"rendered":"Team green"},"content":{"rendered":"<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\"> <p class=\"wp-block-paragraph\">The Tualatin Valley Water District, located just west of Portland in Beaverton, Ore., crafted an ambitious plan to make its facility better suited to handle the needs of a growing population while incorporating planet-friendly features.<\/p> <p class=\"wp-block-paragraph\">The master plan for the $5.7 million project came with a good side effect: The facility achieved silver certification in the U.S. Green Building Council&#8217;s Leadership in Energy and Environmental Design program, known as LEED Silver.<\/p> <p class=\"wp-block-paragraph\">Tualatin Valley accomplished the feat by designing with sustainable products and processes in mind. While renovating 25,000 square feet of a 1976 multiuse building and adding another 15,500 square feet, planners included several perks:<\/p> <ul class=\"wp-block-list\"> <li>Stormwater is recycled and treated onsite<\/li> <li>Aboost in energy efficiency and reduced energy use overall<\/li> <li>The site is more green-friendly with limited construction disturbance, better erosion control, and more plants.<\/li> <\/ul> <p class=\"wp-block-paragraph\">This project is just one part of the district&#8217;s overall focus on sustainability. Cheryl Welch, sustainability coordinator and financial analyst for the district, integrates sustainability into everything the district does, from its capital improvement plans to building new facilities. When she joined the district in 2001, she worked solely on financial planning. By mid-2002, the department added sustainability to her job description, marrying the two tasks.<\/p> <p class=\"wp-block-paragraph\">Welch uses \u201cThe Natural Step,\u201d a Swedish program that helps companies, communities, and governments build and design on a more socially, environmentally, and economically sustainable path. It measures projects against four criteria that encourage natural and sustainable options over man-made resources to determine whether they&#8217;ll be better for the environment than traditional building and operating methods.<\/p> <p class=\"wp-block-paragraph\">Aside from taking a trip to Sweden to learn from the pros, there are many ways to become a green department, whether you call that goal sustainable design, low-impact development, or green building.<\/p><p class=\"wp-block-paragraph\"><b>Work With The Pros<\/b> <\/p> <p class=\"wp-block-paragraph\">The water district turned to local experts at Portland-based Henneberry Eddy Architects. To achieve its goals, David Byrne, the company&#8217;s lead designer, recommends that a city or public agency tasked with building a new facility start with an ecocharette. At this meeting, the owner, designers, engineering team, and anyone else involved identify goals, assess opportunities, and conduct a financial analysis.<\/p> <p class=\"wp-block-paragraph\">\u201cOnce the team understands the operational requirements of a building, they need to talk to the designer, architect, or even a green-build consultant,\u201d says Byrne. Everyone needs to be on the same page and look at the process as a multidisciplinary approach rather than a one-title, one-task approach.<\/p> <p class=\"wp-block-paragraph\">Montreal-based Kevin Hydes, vice president of buildings engineering and the sector leader for sustainable design with design, consulting, and engineering firm Stantec Inc., echoes this sentiment. \u201cWe all speak a different language\u2014return on investment, yards of concrete, tons of CO2. Green means something different for everyone,\u201d he says. \u201cWe need to bring everyone into one room to start the green conversation.\u201d<\/p> <p class=\"wp-block-paragraph\">In some cases, a request for proposal (RFP) for a new building starts the ball rolling. If the city already has specific low-impact development goals in mind, putting out an RFP will attract companies that have experience in this type of project.<\/p><\/div> <!--nextpage--><div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\"> <p class=\"wp-block-paragraph\">You may have to pay extra for a company that&#8217;s done a green project before. Specifically, the engineering firm may decide to remain onsite through the entire process, tweaking plans as necessary depending on what happens during construction. \u201cChange orders may be the norm if the onsite engineer sees something happen that&#8217;s different from the original plan,\u201d says Don Baker, central division water resources practice leader for Kansas City, Mo., engineering, consulting, and construction firm Black &#038; Veatch.<\/p> <p class=\"wp-block-paragraph\">In another scenario, your city can hire an in-house expert\u2014like Tualatin Valley&#8217;s Welch\u2014to ensure environmentally sustainable products are selected for all projects.<\/p> <p class=\"wp-block-paragraph\">With its focus on transmission pipes and storage tanks, the water district may seem like an odd place for a planet-friendly building approach.<\/p> <p class=\"wp-block-paragraph\">But \u201cit makes bottom-line sense,\u201d says Welch. Since sustainability and finance run hand-in-hand, it seems only logical for a district tasked with an important resource to look ahead and ensure green design in everything it does.<\/p><p class=\"wp-block-paragraph\"><b>The Bottom Line<\/b> <\/p> <p class=\"wp-block-paragraph\">So how hard is it to build green? Not very, says Baker.<\/p> <p class=\"wp-block-paragraph\">He says it&#8217;s getting easier for Black &#038; Veatch to talk to public works managers about spending more upfront, since maintenance costs often are less in the long run. \u201cFor example, a best management practice like porous pavement costs more upfront right now, but it will become more cost-competitive as demand rises,\u201d says Baker.<\/p> <p class=\"wp-block-paragraph\">It&#8217;s becoming the norm for elected officials to look far enough ahead and think expansively for sustainable building to make sense, says Welch. This shift in society shows that more leaders are increasingly just as concerned with the legacy they leave as with the immediate results of a project.<\/p> <p class=\"wp-block-paragraph\">Although green building costs vary wildly right now, it is becoming more main-stream, so prices will continue to drop as cities demand it more.<\/p><p class=\"wp-block-paragraph\"><b>Demolition derby<\/b> <\/p> <p class=\"wp-block-paragraph\"><b>Solid waste department spares local landfill 251 tons of construction debris.<\/b><\/p> <p class=\"wp-block-paragraph\">Demolition debris accounts for one-quarter of Florida&#8217;s solid waste stream.<\/p> <p class=\"wp-block-paragraph\">So when the city of Tallahassee renovated its 30-year-old solid waste administration building, gutting everything except the four outside walls and the foundation, one of its top priorities was to recover, recycle, and reuse as much material as possible through the U.S. Green Building Council&#8217;s Leadership in Energy and Environmental Design (LEED) certification process.<\/p> <p class=\"wp-block-paragraph\">Developing a \u201cgreen\u201d demolition plan that ensures everyone involved\u2014from the contractor to the jobsite superintendent\u2014participates correctly requires expertise beyond that of most solid waste operations.<\/p><\/div> <!--nextpage--><div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\"> <p class=\"wp-block-paragraph\">Treated wood can&#8217;t be recycled, for example, so it must be separated at the jobsite. Salvage yards may share the revenue from scrap metal and even forego collection and pull charges (this varies by region and market conditions).<\/p> <p class=\"wp-block-paragraph\">For the past decade, Tallahassee has used the Tampa-based consulting firm Kessler Consulting Inc. to streamline its solid waste operations. It was a natural next step to ask Kessler to help demolish a building. The firm&#8217;s services included:<\/p> <ul class=\"wp-block-list\"> <li><b>Retaining a demolition contractor.<\/b> Bids ranged from $32,500 to $100,000. The lowest bidder won because it felt expectations were reasonable and wanted to learn more about the growing market for salvaging and recycling construction-and-demolition debris.<\/li> <li><b>Identifying non-recyclable materials.<\/b> In addition to treated wood, insulation couldn&#8217;t be recycled and went to the local landfill. Local debris-disposal facility Crowder Excavating and Land Clearing Inc. took other non-recyclable material, such as plastic.<\/li> <li><b>Identifying suppliers that recycle.<\/b> Armstrong Ceiling Systems recycled 2734 lbs. of ceiling tile. A local metal processor, ACE Salvage, took 7 tons of scrap metal. Untreated wood was mulched at the landfill.<\/li> <li><b>Helping to write specifications.<\/b> The carpet installer recycled 1202 lbs. of carpet and padding and was required to replace it with carpet that has 20% recycled content and a minimum of 10% \u201crapidly renewable\u201d material (i.e., made from plant, animal, or marine sources with shorter harvesting times than wood or steel).<\/li> <li><b>Identifying reusable materials.<\/b> Crew lockers, untreated scrap lumber, bathroom mirrors, lights, furniture, an electrical panel box, and some doors and windows are being reused in the new building or sold by a local salvage store.<\/li> <\/ul> <p class=\"wp-block-paragraph\">In all, the city recycled more than 75% of debris.<\/p> <p class=\"wp-block-paragraph\">Next month, Solid Waste Services employees will move into offices that use less water (thanks to low-flow toilets and waterless urinals) and energy (through room motion sensors and low-voltage lighting control) than their former office building.<\/p> <p class=\"wp-block-paragraph\">In addition to capital-improvement funds, the $1.8 million project was paid for by an $80,000 \u201cInnovative Grant\u201d from the Florida Department of Environmental Protection and a $15,000 grant from the Sumter County Florida Organics Recycling Center for Excellence.
