The Mobile Board of Water and Sewer Commissioners (also known as Mobile Area Water and Sewer System, MAWSS) has been installing lightning protection systems with the help of McCrory &#038; Williams Inc., and has developed a standard for use in future projects.<\/p> <p class=\"wp-block-paragraph\">The standard was officially published in July 2007 on the board&#8217;s Web site (mawss.com). At the request of the board, McCrory &#038; Williams prepared the specifications, which were approved by the board and will now be used as a standard for all future lightning protection projects.<\/p> <p class=\"wp-block-paragraph\">The standard is supplemental to two nationally recognized industry standards for lightning protection: Underwriters Laboratories (UL) Standards for Safety, Lightning Protection Components, UL 96 A and the National Fire Protection Agency (NFPA) 780 Standards for the installation of Lightning Protection Systems. The installer for lightning protection systems should follow the UL and NFPA standards and should provide proof of an Underwriters Laboratories Master Label certificate.<\/p> <p class=\"wp-block-paragraph\">A complete lightning protection system is threefold: It should include the use of lightning rods on building and facility rooftops; surge suppressors on all incoming lines for power, telephone, and computer lines; and proper grounding. So when budget time comes around, use the following information to your advantage when lobbying for this equipment:<\/p><p class=\"wp-block-paragraph\"><b>ROD USAGE<\/b> <\/p> <p class=\"wp-block-paragraph\">The industry typically uses three types of lightning rods:<\/p> <ul class=\"wp-block-list\"> <li>Lightning arrestors, which are cylindrical rods (3\/8 &#8211; to \u00bd-inch in diameter and 10 to 18 inches long) with a point on the upper end.<\/li> <li>Lightning dissipaters, which have as many as 500 dissipation electrical wires in the upper end.<\/li> <li>Lightning attractors, which are 10 to 50 feet tall and are frequently mounted separately and away from a building. They include electronics that stimulate magnetic fields and therefore require a power source.<\/li> <\/ul> <p class=\"wp-block-paragraph\">When installing the rods, workers should understand that the lightning protection system for each structure should be designed to provide a Faraday Cage (an enclosure that blocks out external electrical fields) around the structure to delay or dissipate the formation of lightning strikes.<\/p> <p class=\"wp-block-paragraph\">Installers should mount individual stream-delaying air terminals on the top of the structure on all outside corners at 20-foot intervals around the perimeter and at 50-foot intervals across the top. Each air terminal must be provided with two electrically conductive paths to ground. A common wire that extends down the side of the building and is attached to a ground rod at intervals of no more than 100 feet should bond all lightning rods.<\/p> <p class=\"wp-block-paragraph\">All equipment that protrudes above the roof line, including air conditioners, air handlers, vents, air conditioning ducts, aerator mixer motors, and relief valves, must have its own air terminals that are properly bonded to the ground rods for that building. Air terminals should be 18 inches higher than the equipment.<\/p> <p class=\"wp-block-paragraph\">Steel parts of electrically conductive structures such as light poles, towers, and steel superstructures should not be used because they corrode or rust over time and therefore lose their ability to provide electrical continuity to adjacent parts. That is especially true in coastal areas and inside sewer plants where corrosive gases are present.<\/p> <p class=\"wp-block-paragraph\">Also discouraged is the use of gutters or metal down spouts for conductors between air terminals and ground rods. When wire is bent at sharp angles, the wire stretches on the curve, creating a smaller diameter with higher resistance at that point. If the energy level from a lightning strike is large enough it will discharge to the adjacent metal when it reaches that point of higher resistance.<\/p> <p class=\"wp-block-paragraph\">Buildings with fiberglass or other nonmetallic material on the roof and sides are typically supported by steel, so metal strapping or electrical wire should bond all pieces of steel, as per NFPA 780 standards.<\/p> <p class=\"wp-block-paragraph\">Sewer lift stations and water booster pump stations typically have a radio for transmitting data back to a central location. Stream-delaying air terminals should be installed on the top of all poles or towers used for the radio antenna. The lightning rod should be higher than the antenna and be installed in a manner that does not place it in the path of radio waves.<\/p> <p class=\"wp-block-paragraph\">A lightning rod installed on a pole or tower to protect a radio antenna provides a zone of protection that extends outward and down at a 45-degree angle from the top of the lightning rod. If there is a building adjacent to the antenna pole that is completely within that zone of protection, it is not necessary to install air terminals on the building.<\/p><p class=\"wp-block-paragraph\"><b>SURGE SUPPRESSORS<\/b> <\/p> <p class=\"wp-block-paragraph\">A complete lightning protection system requires the installation of transient voltage surge suppressors (TVSS) on all AC and DC electrical circuits. That will provide protection from the effects of lightning-induced currents, substation switching transients, and internally generated transients resulting from inductive or capacitive load switching.<\/p> <p class=\"wp-block-paragraph\">McRory &#038; Williams suggests the installation of TVSS:<\/p> <ul class=\"wp-block-list\"> <li>Between the step-down transformer and the three-phase distribution panel for the remote telemetry unit (RTU) used for the SCADA panel.<\/li> <li>On all 4- to 20-milliamp analog inputs to, as well as outputs from, the RTU panel.<\/li> <li>On the antenna cable located between the antenna and the radio for the SCADA system.<\/li> <li>On the 120 VAC power and the 24 VDC power to the field-mounted transmitters.<\/li> <li>On any field-mounted breaker, variable-frequency drive, programmable logic controller, or any other instrument in a location where it&#8217;s likely to be struck by lightning.<\/li> <li>On all LAN lines, telephone lines, digital data lines, and computer highway cables.<\/li> <li>On the 120 V power lines to all computers, remote telemetry units, radios, or programmable logic controllers.<\/li> <\/ul> <p class=\"wp-block-paragraph\">This standard addresses the installation of surge suppressors on all levels of AC voltage at or below 277\/480 V AC and DC voltage at or below 35 V. Surge suppressors are typically wired in parallel with AC voltage devices and in series with devices that operate on low-voltage DC.<\/p> <p class=\"wp-block-paragraph\">When installing TVSS in buildings with older equipment, don&#8217;t assume markings and nameplates on cabinets are true indications of what is inside. It is likely that years of revisions and ongoing improvements necessary for continued operations have resulted in modifications to the cabinets.<\/p> <p class=\"wp-block-paragraph\">The MAWSS standard directs the contractor on new projects to visit each existing site. At each site, the contractor should remove the face of the motor control cabinets, panels, and other equipment; determine the exact type of connections, number of phases, Delta versus Y arrangement, voltage level, and number of wires to be hooked up before ordering any equipment; and specify the actual surge suppressor to be purchased for each site and service. The contractor is also responsible for the surge suppressor&#8217;s compatibility with existing equipment.<\/p> <p class=\"wp-block-paragraph\">Radio antennas for SCADA systems at remote locations are oftentimes the high point at the site. A surge suppressor should be installed in the cabling between the antenna and the radio. The suppressor should be installed in a NEMA 4X box outside the building. The MAWSS standard specifies that there should be one single ground point that is common to all electrical equipment at each site. That interconnection should include lightning protection, surge suppressors, electrical service, telephone, antenna, motor control center, generator, fuel tanks, and any other electrical equipment at each site.<\/p> <p class=\"wp-block-paragraph\">The contractor is encouraged to test the grounding for all electrical equipment at existing locations to verify they are common. If they are not, he should run copper wire underground between ground rods and equipment to ensure that they are common. All connections for ground wires to ground rods shall be cad-welded, according to standard 4014 of the NFPA 780.<\/p> <p class=\"wp-block-paragraph\">Noncurrent-carrying metal parts of electrical equipment such as cabinets, enclosures, frames, and the neutral conductor should be grounded in accordance with the National Electrical Code. The metal backplane of all enclosures should be grounded.<\/p> <p class=\"wp-block-paragraph\">Ground rods should be copper-coated steel, \u00be inches in diameter, and 20 feet long. The top of the ground rod should be driven to 1 foot below finished grade and cad-welded to the ground wire. It may cost between $2,000 and $20,000 per site, but it is worth the investment.<\/p> <p class=\"wp-block-paragraph\">From Houston to Tampa, the central Gulf Coast is home to some of the highest frequencies of lightning strikes in the nation: An average of 20 million lightning strikes occur each year in the United States, most of which hit the Gulf Coast. Located in the heart of lightning country is Mobile, Ala.<\/p> <p class=\"wp-block-paragraph\">\u201cWe have a large number of thunderstorms with a lot of lightning \u2014 especially during the summer,\u201d says Charles Hyland, water and sewer administrator for the Mobile Board of Water and Sewer Commissioners (MAWSS). So it made sense for Hyland and his colleagues to implement a project designed to protect city buildings and equipment from lightning strikes in this city of half a million.<\/p> <p class=\"wp-block-paragraph\">A lightning strike may cause cascading failures on lift stations: The strike first takes out the SCADA antenna, which is connected to a radio, whose capabilities are then destroyed. The radio is connected to a remote terminal unit (RTU), which also likely is ruined. The RTU is the brain of a lift station since it controls and monitors each site. telephones and data systems, and generators) and to reduce the replacement costs for operating equipment in public works buildings such as lift stations and pumping stations, MAWSS targeted 29 sites, including 10 booster stations, six sewer lift stations, six plants and pumping stations, and seven office buildings, for lightning protection.<\/p> <p class=\"wp-block-paragraph\">The impact on pumping equipment and office buildings may be extensive, Hyland says. \u201cThere are a variety of problems that can occur if pumps or electrical equipment is knocked out by lightning. It could impact our operation by causing us to go to backup systems, and the cost of repairing or replacing damaged equipment can be high,\u201d he explains. Additionally, telephone systems, security systems (including gates and entry access equipment), and computers can be damaged if lightning protection equipment is not installed.<\/p> <p class=\"wp-block-paragraph\">Future benefits of lightning protection systems, such as reduction of equipment repair and replacement, in addition to improved reliability during harsh weather, outweigh the initial costs: The life of surge suppressors for lightning protection is 10 to 20 years, but lightning rods and ground rods last indefinitely. So far, MAWSS has spent more than $1 million installing lightning protection equipment, and savings have been significant.<\/p> <p class=\"wp-block-paragraph\">Implementing a lightning protection system helps reduce the repair and replacement of damaged equipment.
