That left the county&#8217;s Public Works, Roads &#038; Drainage Division with few options to address costly $3 million repairs to the various canal and pond systems, whose banks eroded severely and threatened the foundations of both public and private properties as well as the county&#8217;s water quality.<\/p> <p class=\"wp-block-paragraph\">Faced with budgetary constraints, the county needed additional funding to fully restore severely damaged stream banks and conveyance systems of half a dozen rivers, ponds, and canals. Florida Natural Resources Conservation Service (NRCS) stepped in and offered a 75% matching grant for the project. The catch? To secure the additional funding, the division had to design, permit, and retrofit the banks within 180 days.<\/p> <p class=\"wp-block-paragraph\">To expedite the project, the division sought engineering consulting services and processed the proposals for design and construction on an emergency basis through the County&#8217;s Purchasing Department. That brought in the Florida Water Management District (WMD) and NRCS for requirements needed for the bidding process, which involved a variety of challenges in both topography and water flow.<\/p> <p class=\"wp-block-paragraph\">The project was a major challenge and involved reinforcing and stabilizing eroded banks of Eastbrook Canal, Park Manor Canal, the north and south branches of Little Wekiva River, Nashville Avenue Pond, and Lake Underhill Canal.<\/p> <p class=\"wp-block-paragraph\"><b>Mats Stabilize Outfall<\/b><\/p> <p class=\"wp-block-paragraph\">An outfall into Eastbrook Canal had experienced chronic erosion problems that were further aggravated by the hurricanes.<\/p> <p class=\"wp-block-paragraph\">Steep side slopes presented a safety hazard, and the area was difficult to access because it was located between a residential subdivision and an apartment complex. Contractors arranged an agreement with the complex to store material and access the site while the division evaluated options to stabilize the canal banks, prevent future erosion, and enable timely construction.<\/p> <p class=\"wp-block-paragraph\">Although the division considered enclosing the canal with a pipe system (an expensive project in itself), it settled on a more feasible approach: to stabilize the banks with armoring. That would reduce stabilization and erosion issues, maintain the canal&#8217;s flow, and accommodate a low-lying lateral storm-sewer pipe that discharges into the canal.<\/p> <p class=\"wp-block-paragraph\">The division chose to use an articulated concrete mat system known as \u201ccable concrete,\u201d which is more expensive than other armoring options but requires little long-term maintenance plus, it&#8217;s pervious, aiding in the infiltration and water quality benefits of the canal. class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\"> <b>Pipes Replace Canal<\/b> <p class=\"wp-block-paragraph\">Severe erosion and sedimentation also plagued the Park Manor Canal system, home to several other safety hazards due to the proximity of houses to its banks and steep side slopes.<\/p> <p class=\"wp-block-paragraph\">The project area had construction accessibility problems because the right of way wasn&#8217;t wide enough in most areas to properly maintain the condition of the ditches or regrade them to more stable side slopes. Additionally, the canal, which was burdened by flooding and dense vegitation, had meandered over time to several areas outside of the county&#8217;s right of way and onto private property.<\/p> <p class=\"wp-block-paragraph\">The division decided to replace the canal with a concrete pipe system, which would eliminate the bank stabilization and erosion issues and return the system to within the county right of way.<\/p> <p class=\"wp-block-paragraph\">Because it posed hydraulic limitations due to the reduction in canal conveyance cross section, the system was designed to be fairly oversized to compensate for some loss of storage in moving from the open canal to the closed pipe system. Thus, the new storm-sewer system would feature ditch bottom inlets in place of the canals.<\/p> <p class=\"wp-block-paragraph\">The new system offers several benefits, including no significant change in water quality treatment and no significant increase in the peak rate of flow or velocities from the canal system.<\/p> <ul class=\"wp-block-list\"> <li>Construction: $998,000<\/li> <li>Design: $96,500<\/li> <\/ul><p class=\"wp-block-paragraph\"><b>Rip-Rap Stabilizes Banks<\/b> <\/p> <p class=\"wp-block-paragraph\">The hurricanes caused severe bank erosion to both Little Wekiva River North and Little Wekiva River South.<\/p> <p class=\"wp-block-paragraph\">The north branch, with its rapidly rising stages during the wet season, had severe sedimentation. The channel geometry and flow velocities along the river bend at the project location also made it conducive to rapid erosion. It needed immediate attention.<\/p> <p class=\"wp-block-paragraph\">The county and WMD implemented several stabilization and improvement projects upstream and downstream of the location. Located just downstream of a previous river stabilization project, this particular project was an emergency design-build effort to replace a failed arch culvert that had collapsed and damaged numerous homes. The county bought and removed more than 30 properties to replace the culvert with an open river channel.<\/p> <p class=\"wp-block-paragraph\">The division decided to stabilize the banks with rip-rap, which also would be used to regrade the bottom of the river. This would provide a more consistent river profile and match a bank stabilization and bottom regrading project that was already under way downstream.<\/p> <p class=\"wp-block-paragraph\">Rip-rap was chosen because it&#8217;s economical to build, installation is straightforward, and it doesn&#8217;t reduce the river&#8217;s water flow. Long-term maintenance is lower than other alternatives, and, like the concrete mats used to shore up the outfall at Eastbrook canal, rip-rap is pervious.<\/p> <p class=\"wp-block-paragraph\">Little Wekiva River South suffered from severe bank erosion as well. class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\"> <b>Drains Relieve Pressure<\/b> <p class=\"wp-block-paragraph\">Nashville Avenue Pond, which had just been constructed a year earlier, underwent several areas of bank failure after the hurricanes.<\/p> <p class=\"wp-block-paragraph\">Rapid draw-down of pond water had caused the build-up of hydrostatic water table pressure within the pond banks, which in turn caused slope failure, according to a geotechnical analysis. The county determined that underdrains in the pond banks would relieve hydrostatic pressure.<\/p> <p class=\"wp-block-paragraph\">In addition, the county found that the pond slopes were constructed steeper than the original design and were full of unsuitable fill that needed to be replaced with clean sand fill before the banks could be graded to a less steep slope. That would provide a stable pond bank slope without the need for artificial armoring.<\/p> <p class=\"wp-block-paragraph\">Erosion and sedimentation in the pond were a significant water quality concern because two drain wells serve the pond. Those wells discharge stormwater directly into the underlying groundwater aquifer.<\/p> <p class=\"wp-block-paragraph\">Since the project was a reconstruction of a previously permitted stormwater facility, no additional permitting was necessary.<\/p> <p class=\"wp-block-paragraph\">Steep side slopes caused erosion problems and washouts at Lake Underhill Canal, and the washouts encroached the travelway, causing a significant amount of sedimentation.<\/p> <p class=\"wp-block-paragraph\">The county determined that cable concrete was the best option in this case, and an emergency bypass system had to be specified to accommodate wet-weather flows during the rainy season.<\/p> <ul class=\"wp-block-list\"> <li>Nashville Avenue Pond<\/li> <li>Construction: $265,000<\/li> <li>Design: $32,000<\/li> <\/ul> <ul class=\"wp-block-list\"> <li>Lake Underhill Canal<\/li> <li>Construction (in-house): $166,833<\/li> <\/ul><p class=\"wp-block-paragraph\"><b>The Partnership Pays Off<\/b> <\/p> <p class=\"wp-block-paragraph\">Several possible solutions for stabilizing the stream banks were explored, and the rapid turnaround time that resulted from the partnership with NRCS and the water management districts allowed Orange County to address each portion of the project uniquely based on site conditions, flow characteristics, and access.<\/p> <p class=\"wp-block-paragraph\">The project was nearly completed within the 180-day window; a couple amendments to the project were allowed to extend the time due to inclement weather.<\/p> <p class=\"wp-block-paragraph\">It presented many unique situations and challenges, which the county\u2014in partnership with the NRCS\u2014tackled to restore those areas at least to their original state.<\/p> <p class=\"wp-block-paragraph\">The various approaches used for canal stabilization illustrates the constraints and challenges experienced in the selection of materials, construction methods, and limitation of access while maintaining the existing condition of water quality by adhering to strict erosion control measures.<\/p> <p class=\"wp-block-paragraph\"><i>\u2014 Budhu is manager and White is Engineer II of the Roads and Drainage Division of the Orange County Public Works Department, Fla.<\/i><\/p><\/div> ","protected":false},"excerpt":{"rendered":"<p>The triple threat of hurricanes Charlie, Frances, and Jeanne pounded Florida in 2004, causing several locations of Orange County&#8217;s canal network to fail.
