Public Works s Department sought to replace its disjointed highway work-management system with software to manage assets, we didn&#8217;t t just trade one single-use program for another.<\/p> <p class=\"wp-block-paragraph\">While that would have been the \u201csafe\u201d solution, we went with enterprise information integration (EII) instead. Unlike an enterprise resource planning tool that requires one central database, EII integrates data from disparate databases, while also allowing us to clean n that existing data and remove redundant processes \u2014 at less than half the cost of a basic work-management system.<\/p> <p class=\"wp-block-paragraph\">Data cleaning, or promoting data interoperability, is the process of deleting erroneous data, selecting data structures that snap together, and establishing common values and rules to help different departments communicate and share data.<\/p> <p class=\"wp-block-paragraph\">The resulting system manages more than 350 datasets and is used to create 20,000 new records each month. That&#8217;s quite a technical feat for a predominantly rural county of 10,000 square miles and 120,000 taxpayers.<\/p> <p class=\"wp-block-paragraph\">Our older systems consisted of several dozen legacy applications. While the highway maintenance, e911, traffic counts, sign maintenance, and GIS divisions all use roads, each maintained its own database regarding its use of those roads. These divisions, along with planning and zoning, code enforcement, and the assessor, also maintained separate subdivision lists.<\/p> <p class=\"wp-block-paragraph\">Of course, none of these lists matched and each was maintained separately. On top of that, the highway maintenance vehicle list was separate from fleet management; the labor list was different from personnel; and the highway materials list was separate from the contracts list, which is used to set costs and procure the material.<\/p> <p class=\"wp-block-paragraph\">Our request for proposal outlined a work-management system to track labor, material, and equipment costs applied to highway projects as a function of highway name and subdivision. What we received from Terra Genesis Inc. went much further. It promised to tackle data interoperability first, and then address specific processes such as work management. Plus, the bid included software, data cleaning, and deployment, and was 35% lower than the next bid, which only included work-management software and no data improvement.<\/p> <p class=\"wp-block-paragraph\">Since installation, the EII software has saved us $30,000 in annual maintenance and $40,000 in training and productivity costs, while also eliminating duplication of effort. But the real beauty is the ability to do things we could only dream about before. Now it&#8217;s a snap to bill out fuel purchases and fleet maintenance costs to separate departments, compare permit fees across years, and view the escalating costs of highway materials. There is also an indefinable future savings, because with this tool we can build any envisioned new application without purchasing additional software.<\/p><p class=\"wp-block-paragraph\"><b>CONNECTING THE DATA<\/b> <\/p> <p class=\"wp-block-paragraph\">Enterprise information integration promotes data cooperation between existing data in an open framework. Our system links information into an expandable tree called the \u201capplication index.\u201d Highways, fleet, flood, community development, fuel, public health, general ledger, and GIS are all located in the index. Although data for these activities live in databases across the county, the system pulls it together into one information system \u2014 with no redundancies.<\/p> <p class=\"wp-block-paragraph\">The cornerstone of our system is Terra Genesis&#8217; Genesis Enterprise Information Integrator (GENII), a Web-distributed, spatial-temporal, EII system designed to create a single view of disconnected information sources. Unlike a data warehouse or enterprise resource tool, data are not loaded into the software. Instead, the tool reaches out to existing data and molds to their structure and process. Once connected, the data and business process become a single read-write information enterprise. Once built, the application and data can then be evolved to fit user needs, usually with the end-user watching.<\/p> <p class=\"wp-block-paragraph\">Development follows the writer&#8217;s adage: Write it \u2014 and then get it right. That&#8217;s how we built 350 applications in 24 months: incrementally, with success measured by the number of interoperable datasets. Our assessor, for example, recently bought a new parcel management system built up from about 30 Oracle tables. Using GENII, my staff was able to connect to this new system to make its data fully available to our established 350 applications in less than 24 hours.<\/p><p class=\"wp-block-paragraph\"><b>DATABASE RELATIONSHIPS<\/b> <\/p> <p class=\"wp-block-paragraph\">GENII uses methods considered unusual by most IT personnel. Rather than rely on relational database technology to relate data and on the World Wide Web for communications, GENII employs the Web for relationship management and relational database technology for common communications. Because our system models data relationships as a set of descriptions, an IT database administrator is not needed to wire up a data model. We build and maintain our own. This gives me a high degree of creative autonomy because I can directly implement my own IT needs.<\/p> <p class=\"wp-block-paragraph\">Within public works, most everything is linked to either a piece of highway or to a parcel. The e911 database then relates parcels to roads through address. As data and relationships are added to the system, a physical map of the ensuing relationships may be drawn. Ours looks like a web spun by a spider on steroids, with 270 relationships and growing.<\/p> <p class=\"wp-block-paragraph\">What this means is, I can point to a road on a map. From this line, I can be linked to the table of maintained roads for design features and traffic counts. I can see all work performed against that road, and for each work event view the mix of labor, material, and equipment. For each piece of equipment, I can derive its fuel purchases and mileage and then drill into its maintenance history. I can pull the type of oil used in its last pit stop and then see how many units of this oil the county has in stock. We refer to this as a \u201cchained query.\u201d<\/p><p class=\"wp-block-paragraph\"><b>THE DATA PYRAMID<\/b> <\/p> <p class=\"wp-block-paragraph\">The magic of our GENII-outfitted information system is data connectivity, which is best described as a pyramid (see <a href=\"http:\/\/images.hanleywood.com\/cms\/PUBLIC WORKS MAGAZINE\/2008\/December\/PW081201029L1.jpg\" target=\"_blank\">chart<\/a>).<\/p> <p class=\"wp-block-paragraph\">At the base, county staff maintains data using their custom EII applications. At the top is the \u201cexecutive dashboard\u201d where I can query any department using reports and maps. The \u201cusage report\u201d returns the number of applications, tables, fields, and records under the system&#8217;s management. It also details the number of new records created by staff as grouped by application and month.<\/p> <p class=\"wp-block-paragraph\">At the next pyramid level, each organizational leader has a custom reporting area that details the areas assigned to them, the number of records created each month by application, a list of users who have access, and a graphic that diagrams which county departments\/divisions use their assigned data. There are also tools that check each data value against the county data standard for quality control.<\/p> <p class=\"wp-block-paragraph\">Next down the pyramid is the \u201cglobal query.\u201d I can enter a parcel or parcel range, and the global query will pull every record referencing that parcel from every known county function. Likewise, I can enter a road number for a complete brief of all county-known information referencing that road. Global queries are embedded into applications; if a building permit references a parcel, pressing the parcel number will prime the global query and all known information retrieved. This means data with physical extents appear on maps, and data that are bound by a life cycle can be turned on and off with an easy-to-use calendar control. Maps also contain animation controls so data can be stepped through time for analysis. For instance, I can draw a map for any specified time period and quickly compare it with another time period. The system includes tools for managing inventories, documents, and detailed reporting, as well as data streams such as video.<\/p><p class=\"wp-block-paragraph\"><b>ORIGINS AND COST<\/b> <\/p> <p class=\"wp-block-paragraph\">Terra Genesis developed GENII between 2000 and 2004 to help the Texas DOT lower software life-cycle costs due to rapidly changing technology and business processes. The tool packages traditional \u201capplication development\u201d overhead and allows the heavy thinking to be applied to the enterprise whole rather than the myopic single application. It is data- rather than software-centric.<\/p> <p class=\"wp-block-paragraph\">As a public works director, I find this essential. Because of the DOT connection, many features directly address asset management, spatial analysis, temporality, transportation, and environment at the high-end professional level.<\/p> <p class=\"wp-block-paragraph\">A license costs $85,000 with an annual maintenance fee of $22,000. We give the company remote access to our servers and receive improved code every six to eight weeks. We spent an additional $75,000 the first year for data improvements and budget $50,000\/year for additional improvements on an ad hoc basis. We integrated 250 datasets into the system by year one, with another 100 integrated by year two.<\/p> <p class=\"wp-block-paragraph\">Benefits of our approach include:<\/p> <ul class=\"wp-block-list\"> <li>It&#8217;s cost-effective. We bought a work-management system, but its open approach was also applied to new fleet management, building permit, inspection, flood plain, community development, inventory, sign, and health service systems \u2014 all with no extra cost or bidding.<\/li> <li>Future public works systems can now be developed without going to bid.<\/li> <li>It allows my business to be about data format, content, and interoperability, and not the software used to access it. I can focus funds incrementally on my data \u2014 and not on the system.<\/li> <li>GIS mapping without a large capital outlay.<\/li> <\/ul> <p class=\"wp-block-paragraph\">Our system continues to grow and promote better customer service at lower operating costs. As an information system, it has promoted an incremental approach to quality by providing my staff the tools they need to contribute to a single county fabric rather than an isolated office worker.<\/p> <p class=\"wp-block-paragraph\"><i>\u2014 Vela is director of public works for Navajo County, Ariz.
