The recent coming of age of specialized networking hardware and control software has made such an approach not only feasible, but also economical and relatively easy to install. It&#8217;s also proving to be a good way to cut operating and maintenance costs.<\/p> <p class=\"wp-block-paragraph\">With 90 million streetlights in Europe and 63 million in North America, it&#8217;s easy to see why their efficient use of energy is important. Recent studies have shown electricity used for street lighting accounts for as much as 40% of some municipal electrical bills. Fortunately, components and systems are now available to manage, monitor, and reduce that electrical demand.<\/p> <p class=\"wp-block-paragraph\">Such a system relies on several key elements: electronic ballasts, power line communication hardware, and local network controllers that are interconnected with specialized control and reporting software. Deployed together, they create a flexible and powerful control system that simplifies day-to-day operation and facilitates the implementation of cost-cutting strategies. Establishing two-way communication with each fixture in a street-lighting network introduces the potential to control the lighting level of each device, turn it on and off, and monitor its condition.<\/p> <p class=\"wp-block-paragraph\">As recently as five years ago, such control wasn&#8217;t feasible. But the recent development of electronic ballasts for streetlights, combined with advances in networking technology, have made it a reality.<\/p> <p class=\"wp-block-paragraph\"><b>Electronic ballasts.<\/b> Ballasts are required for various types of lighting devices, including high-intensity discharge (HID) lamps used for street lighting. Traditional magnetic ballasts use a core-and-coil design that requires a significant amount of energy \u2014 15% to 18% \u2014 compared to the light itself. Electronic ballasts, which were developed more than 30 years ago, use 3% to 4%.<\/p> <p class=\"wp-block-paragraph\">Early electronic ballasts were used in interior applications, including fluorescent fixtures for office buildings and HID lighting in industrial settings. In recent years manufacturers have added electronic ballasts for streetlights, opening the door to additional energy savings in an area where more efficient lamps already have been developed and installed.<\/p> <p class=\"wp-block-paragraph\">Because electronic ballasts use solid-state circuitry, they can be designed with digital electronic dimming that reduces energy use and extends lamp life. Lamp manufacturers recommend dimming by no more than 50%.<\/p> <p class=\"wp-block-paragraph\"><b>Communication.<\/b> Digitally controlled electronic ballasts can communicate with other devices based on the protocol and interface capabilities with which they are provided. The data can include storing a ballast address, receiving control signals, and sending status information.<\/p> <p class=\"wp-block-paragraph\">That would be only moderately useful if it weren&#8217;t for power line communication technology, which enables the data to be exchanged over the existing wiring that supplies power to each streetlight. This multivendor, interoperable control system is covered by ANSI\/CEA 709.1 and related standards. Its use is promoted by LonMark International, which develops and maintains technical design guidelines for manufacturers&#8217; use. The organization says more than 350,000 LonWorks systems and 100 million LonWorks devices have been installed to date worldwide.<\/p> <p class=\"wp-block-paragraph\">The other important link in the communications system is a local controller that collects and coordinates the data relating to each of the connected lights.<\/p> <p class=\"wp-block-paragraph\">In 1997 Echelon developed its i.Lon Internet server with networking giant Cisco. This device uses IP (Internet protocol) addressing to communicate with the streetlights as well as for programming and other user functions.<\/p> <p class=\"wp-block-paragraph\">Continuing to advance the technology, the company&#8217;s i.Lon Smartserver, introduced a year ago and optimized for streetlight applications, has a builtin Web interface and power line communication, making it virtually plug-and-play. The device can operate as a stand-alone controller for up to 200 lights or other devices, and can communicate over any IP-based network, wired or wireless. The 5x4x3-inch i.Lon is mounted in a control box using standard DIN rail.<\/p> <p class=\"wp-block-paragraph\"><b>Software.<\/b> The other important element in a streetlight control and monitoring system is the software that provides the user interface.<\/p> <p class=\"wp-block-paragraph\">One of the advantages of open systems, like LonWorks, is that anyone can develop computer applications to communicate with the devices in the field and use the incoming data in any number of ways. Even so, once software becomes commercially available to perform those tasks, buying a package is often the more expedient option.<\/p> <p class=\"wp-block-paragraph\">Streetlight.Vision, Paris, offers software specifically designed to work with LonWorks-based street-lighting devices. Now in its fourth generation, the software simplifies energy and maintenance savings through preprogrammed functions and reports. Although the software usually is installed on the city or lighting company&#8217;s computer system, Streetlight.Vision offers a hosted version that speeds installation and cuts initial cost while still providing programming and reporting capabilities.<\/p><p class=\"wp-block-paragraph\"><b>TWO NORTHERN EXAMPLES<\/b> <\/p> <p class=\"wp-block-paragraph\">The city of Oslo, Norway, was the first European city to install a managed street-lighting system.<\/p> <p class=\"wp-block-paragraph\">In 2004, Echelon partnered with Phillips Lighting, based in Oslo, and Analogic AS of Kongsberg, Norway, to replace 55,000 streetlights with electronic ballasts from SELC Ireland Ltd. They&#8217;re also responsible for reducing energy use, which led to their looking into a managed street-lighting system.<\/p> <p class=\"wp-block-paragraph\">When the city decided to replace all streetlights in an historical district, Carignan took the opportunity to try a managed system for the 200 new fixtures. He and his team quickly found themselves facing significant challenges. It was 2005. Because initial installations had been done only in Europe, neither electronic ballasts nor power line communication equipment were available in North American voltages.<\/p> <p class=\"wp-block-paragraph\">After finding a source of reliable electronic ballasts in Metrolight of Franklin, Tenn., Carignan ordered the new fixtures without ballasts. Meanwhile, with assistance from Echelon, Carignan and his team built their own power line communication devices to communicate through an i.Lon server controlling each segment, and connected it to the office computer system.<\/p> <p class=\"wp-block-paragraph\">A subsequent installation, begun in June, includes upgrading another set of streetlights to a managed system. The city converted to energy-efficient high-pressure sodium (HPS) lamps years ago, so this upgrade includes only changing the ballasts and installing communications transceivers. By the end of the year, Carignan&#8217;s team will have 400 streetlights on the managed system and plans to convert another 400 early next year.<\/p> <p class=\"wp-block-paragraph\">Power line meters provide the team with energy use data, including current, voltage, and frequency of the lines. But the benefits extend far beyond just reducing electrical consumption:<\/p> <p class=\"wp-block-paragraph\"><b>Simplified inventory.<\/b> By using the dimming capability of the new ballasts, the city was able to use 100 W lamps for all new fixtures in the historical installation while still providing different levels of illumination.<\/p> <p class=\"wp-block-paragraph\">The fixtures are grouped into three segments, with one set at full power, another at 70 W, and the third at 50 W. They&#8217;re turned on by standard photocell sensors as daylight fades. The lamps operating at 100 W and 70 W provide extra illumination during the evening; for example, to highlight the historic structures.<\/p> <p class=\"wp-block-paragraph\">After midnight, when peak viewing hours have passed, the control system automatically dims them to 50 W until the photocell sensors turn off all the lights as daylight returns.<\/p> <p class=\"wp-block-paragraph\"><b>Distributed control.<\/b> Carignan says another useful feature is the ability to assign control of individual fixtures to another government entity.<\/p> <p class=\"wp-block-paragraph\">For example, the police department might be assigned control of certain strategically placed fixtures, which it could brighten as needed. A study prepared for the American Chamber of Commerce Executives in March examined the effects of installing managed street-lighting systems in greater Washington, D.C. Experts believe there&#8217;s an opportunity to dramatically reduce the region&#8217;s carbon footprint and save money.<\/p> <p class=\"wp-block-paragraph\">Assuming $232\/streetlight, the total required investment is estimated at $70 million, with a return on investment of five to seven years. The study also projects an annual reduction of carbon dioxide emissions of 77,746 metric tons.<\/p><p class=\"wp-block-paragraph\"><b>BEYOND STREET LIGHTING<\/b> <\/p> <p class=\"wp-block-paragraph\">Thinking of managed street lighting as a network rather than a lighting system can open up some interesting possibilities.<\/p> <p class=\"wp-block-paragraph\">For example, once the network is in place, other compatible devices can communicate through the same segment controllers. Data and control infrastructure components such as traffic counters and bus lane signs can operate through the controller.<\/p> <p class=\"wp-block-paragraph\">Taking the concept further, Aldis Inc. of Oak Ridge, Tenn., offers a package system to communities that upgrade traffic-control systems to energy-efficient LED signals and links them through a digital network. The resulting automated, proactive real-time traffic management system maximizes traffic flow, thus reducing carbon emissions. It also increases safety by sensing and reacting to approaching emergency vehicles and potential red-light runners.<\/p> <p class=\"wp-block-paragraph\">Last year, Winchester, Tenn., replaced all its incandescent traffic lights with the brighter LED signals under Aldis&#8217; plan.<\/p> <p class=\"wp-block-paragraph\">In addition to reducing energy costs and improving safety, the plan reduces potential liability for accidents at intersections. Because the signals are networked, the city has a computer record of each light&#8217;s operation and can confirm that a particular light was working properly at a certain time. Winchester is slated to be one of the first cities to try the GridSmart system.<\/p> <p class=\"wp-block-paragraph\">Clearly, there are many opportunities to improve system performance and efficiency.
