After years of neglect, Los Angeles suburb Oxnard, Calif., is beginning the long, slow climb back to smoother rides for its 180,000 residents.<\/p>\r <p class=\"wp-block-paragraph\">\u201cWe&#8217;d been operating on a worst-first repair basis and weren&#8217;t keeping up with the pace of decline,\u201d says Daniel Rydberg, capital projects manager for the Streets and Waterways Division of Oxnard&#8217;s public works department. During the past six years, the division&#8217;s largest budget was $10 million for fiscal year 2001\u20132002. By last year, cutbacks in federal and state funding had dropped the budget to $4 million.<\/p>\r <p class=\"wp-block-paragraph\">\u201cBoth residents and elected officials seemed to have the perception that we weren&#8217;t spending our funding effectively,\u201d he says.<\/p>\r <p class=\"wp-block-paragraph\">But that&#8217;s changed. Late last year, the city council approved a $14 million bond issue and an overall $17 million divisional budget. Rydberg credits the loosened purse strings to a computerized pavement-wear model, known as a pavement management system, that proved to residents and officials the city&#8217;s streets were deteriorating faster than the division could repair them.<\/p>\r <p class=\"wp-block-paragraph\">Based on a road network&#8217;s performance over a period of years, pavement management systems use mathematical models to predict how roads of certain types will respond to varying levels of improvement. Highway and street agencies use the models to determine the highest possible level of improvement a given amount of money will buy.<\/p>\r <p class=\"wp-block-paragraph\">Oxnard&#8217;s pavement management system is MicroPaver, developed in the late 1970s to help the U.S. Department of Defense maintain its vast inventory of roads. In 2000, Oxnard invested $100,000 to buy the software and hire a consultant, Pavement Engineering Inc. of San Luis Obispo, Calif., to assess 390 centerline miles of streets and 64 miles of alleys.<\/p>\r <p class=\"wp-block-paragraph\">The software rates streets based on a pavement condition index (PCI) determined by the user after a thorough analysis of pavement conditions. Oxnard&#8217;s streets, virtually all of which are asphalt, receive one of five ratings:<\/p><p class=\"wp-block-paragraph\">\r \r 100\u201386; very good<\/p><\/div><\/li><li>\r 85\u201371; good, needs sealant<\/li><li>\r 70\u201356; fair, needs a light overlay or chip seal<\/li><li>\r 55\u201331; poor, needs a heavy overlay<\/li><li>\r 30\u20130; very poor, needs reconstruction.<\/li><\/ul><!--nextpage--><p class=\"wp-block-paragraph\">Until this year, Oxnard considered a condition index of 40 to be acceptable. Now that the division has a larger budget, though, the level has been raised to 55. Rydberg expects the index to climb by 2.5 points next year, and hopes it can reach 60.5 by December 2008. That would mean that street conditions are back up to 2001 levels, when the index was 61.6.<\/p>\r \r<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\r <p class=\"wp-block-paragraph\">Pavement management software can predict when a street will reach the critical point where it will deteriorate quickly and need reconstruction. That&#8217;s important, because Oxnard figures reconstruction costs about $7.20 per square foot versus resurfacing at $1.30 to $2.90 per square foot.<\/p>\r <p class=\"wp-block-paragraph\">\u201cThe tricky part is to let it deteriorate to just before it requires reconstruction,\u201d Rydberg says. \u201cIf you fix it too soon, you&#8217;ve repaired it while it still had useful life. But if you wait too long, it&#8217;ll require significantly more expensive repair or reconstruction.\u201d<\/p>\r <p class=\"wp-block-paragraph\">For example, in 2000 one of Oxnard&#8217;s main east-west arterials, Gonzales Road, was nearing the end of its life. Its condition index had dropped from 69 in 2000 to 57 in 2003.<\/p>\r <p class=\"wp-block-paragraph\">The division couldn&#8217;t resurface the street because the city planned to place a major sewer trunk there the next year. So it did some patching, reducing the decline in the condition index to only 2 points from the 6- to-8-point drop that would have occurred without the stopgap maintenance.<\/p>\r <p class=\"wp-block-paragraph\">Rydberg uses the condition index to prioritize funding by neighborhood. \u201cWe design projects block by block to develop the most cost-effective maintenance plan,\u201d he says. \u201cWe just finished a neighborhood where half the streets got a slurry seal and half received an overlay.\u201d<\/p>\r <p class=\"wp-block-paragraph\">Each November, just before the rainy season, Oxnard inspects all arterial streets and one-third of its residential streets. The division has retained Pavement Engineering to conduct the survey for a number of years; this year, the assessment cost $35,000 for 190 miles.<\/p>\r <p class=\"wp-block-paragraph\">MicroPaver customers include the U.S. Air Force, the U.S. Army, the Federal Aviation Administration, and the Federal Highway Administration.<\/p>\r <p class=\"wp-block-paragraph\">Non-Defense Department sales and support services are provided by the American Public Works Association and the University of Illinois Technical Assistance Center in Urbana-Champaign, Ill. Subscriptions from the University of Illinois are $995 for the first year; renewals are $950 per year.
