It&#8217;s a process known as cold in-place recycling (CIR), or a variation of it called full-depth reclamation.<\/p> <p class=\"wp-block-paragraph\">With cold in-place recycling, a portion of asphalt pavement section is pulverized, then typically mixed with an asphalt emulsion, repaved, and compacted. Full-depth reclamation pulverizes the entire thickness of asphalt pavement and mixes the recycled material with the aggregate base. In both cases, roads agencies typically add a hot-mix asphalt overlay.<\/p> <p class=\"wp-block-paragraph\">Both processes have been around for years. But because of institutional momentum that favors hot-mix asphalt, or lack of knowledge or experience with cold in-place recycling, CIR isn&#8217;t common.<\/p> <p class=\"wp-block-paragraph\">\u201cI love cold in-place recycling. It works great,\u201d says Darrell Pettis, highway engineer for LeSueur County, which has cold-recycled 48 of its 300 miles of asphalt road.<\/p> <p class=\"wp-block-paragraph\">Pettis uses CIR on roads that are in fair to poor condition, and expects the process to give them 15 to 20 more years of life. The county&#8217;s first cold-recycled road was built in 2002 and is holding up much better than a comparable road given only a milling-and-resurfacing treatment that same year.<\/p><p class=\"wp-block-paragraph\"><b>The L.A. Way<\/b> <\/p> <p class=\"wp-block-paragraph\">In Los Angeles, where the Bureau of Street Services maintains 6500 centerline miles of streets, 1000 miles of residential streets are failing.<\/p> <p class=\"wp-block-paragraph\">In response, the city tried out full-depth reclamation on several successful demonstration projects, and bought a 2200 CR cold-recycling machine made by Wirtgen America Inc.<\/p> <p class=\"wp-block-paragraph\">The machine pulverizes asphalt pavement and injects a predetermined amount of cold water into hot penetration-grade asphalt in the mixing chamber. The resulting foamed asphalt spreads throughout the pulverized material according to the bureau&#8217;s mix design. At the rear of the machine, a paving screed spreads the material 7\u00bc feet wide. The city typically adds 2.5% to 4% foamed bitumen and 1.5% portland cement to the mixture.<\/p> <p class=\"wp-block-paragraph\">Bureau director William Robertson estimates reclamation saves the city 25% to 35%, primarily by eliminating all the trucking required for conventional removal and replacement: hauling out the pavement millings, removing the old pavement subbase, and bringing in new base stone and hot-mix asphalt.<\/p> <p class=\"wp-block-paragraph\">This year, Los Angeles has budgeted $70 million for pavement preservation. Estimated savings from using cold in-place recycling: $1.9 million. The city spends the savings from cold-recycling\u2014in the same year they are realized\u2014on conventional milling and resurfacing. That means the city can do 10 more miles of traditional maintenance overlay projects.<\/p> <p class=\"wp-block-paragraph\">Each year Los Angeles spends 80% of its funding to save streets with the conventional mill-and-overlay process. The remaining 20% goes for reconstructing streets with full-depth reclamation. \u201cIt&#8217;s like triage,\u201d says Robertson. \u201cWe&#8217;re trying to save as many streets as possible before they need complete reconstruction.\u201d<\/p><\/div> <!--nextpage--><div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\"> <\/div><div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\"> <p class=\"wp-block-paragraph\">Cold-recycling also provides the city with a ready, inexpensive source of aggregate. Imported aggregates are expensive to procure in Los Angeles, says Nazario Sauceda, the street bureau&#8217;s assistant director. Commonly, aggregates are imported to Los Angeles from Orange County, northern California, or San Bernardino County.<\/p> <p class=\"wp-block-paragraph\">Besides, says Sauceda, the best materials are already in the streets. \u201cThe aggregate we used 25 years ago is top-quality material,\u201d he says.<\/p><p class=\"wp-block-paragraph\"><b>Significant Savings<\/b> <\/p> <p class=\"wp-block-paragraph\">Last year, Harford County, Md., completed its largest cold-recycling project since it started using the technique in the early 1990s: 8.2 miles of asphalt roadway ranging in width from 24 to 36 feet.<\/p> <p class=\"wp-block-paragraph\">The county compared the costs of milling and resurfacing versus cold-recycling before beginning. Milling out 4 inches of asphalt, placing 4 inches of asphalt base course, and resurfacing with a 2-inch overlay would have been $2.37 million. Cold-recycling the road and adding a 2-inch hot mix overlay was $1.64 million\u2014a 31% savings.<\/p> <p class=\"wp-block-paragraph\">\u201cWe like cold recycling,\u201d says Glen Hebel, civil engineer with the county. \u201cIt works well on open roads with few or no utilities.\u201d<\/p> <p class=\"wp-block-paragraph\">Harford County outsourced the project to Gray and Son Inc., Butler, Md., which subcontracted out the cold-recycling to E.J. Breneman LP of West Lawn, Pa. Breneman uses a Caterpillar 750C milling machine to downcut the pavement so the asphalt is sized to 2-inch minus particles (all pulverized particles are 2 inches or less in diameter). By contrast, says Breneman recycling manager Michael Polak, some recyclers upcut the pavement and leave it in chunks.<\/p> <p class=\"wp-block-paragraph\">Compaction is critical to the success of cold in-place recycling. Breneman uses a 25- to 30-ton pneumatic-tired roller as well as a steel drum roller for static and vibratory passes. \u201cIf you don&#8217;t have the pneumatic roller, you can&#8217;t compact the recycle enough to get the air void count down and meet specs,\u201d says Polak.<\/p><p class=\"wp-block-paragraph\"><b>Reducing drop-off<\/b> <\/p> <p class=\"wp-block-paragraph\">Recycling onsite saves an Illinois county half the cost of new asphalt.<\/p> <p class=\"wp-block-paragraph\">Christian County, Ill., engineer Cliff Frye wanted to rehabilitate a 2\u00bd-mile county road and pave its shoulders to improve safety. Because of heavy truck traffic and relatively narrow 11-foot-wide lanes, the aggregate shoulders tended to erode downward from the edge of the pavement.<\/p> <p class=\"wp-block-paragraph\">By recycling the existing pavement onsite, the county cut its costs in half: $51,920 per shoulder mile for hot-mix asphalt versus $26,535 per recycled shoulder mile.<\/p> <p class=\"wp-block-paragraph\">The two-stage recycling process, completed by contractor Dunn Co., Decatur, Ill., involved conveying millings from the asphalt pavement directly into a 10-inch-deep widening trench on either side of the road. The millings were then shaped and compacted.<\/p> <p class=\"wp-block-paragraph\">Then two Wirtgen 2500 S reclaimer\/ stabilizers, operating in tandem, pulverized and recycled the road for its full depth and across the new shoulders as one section.
