Thanks to well-planned routes, sophisticated geographical information systems and other technology, and the work of experienced staff, curbside collection of waste and yard debris usually runs like clockwork.<\/p> <p class=\"wp-block-paragraph\">Unfortunately, sometimes Mother Nature has other plans. Hurricanes, blizzards, heavy rains, and other severe weather events can gum up an otherwise smooth collection operation and make a mess of things. However, according to Roger W. Flint, director of public works and utilities for Spokane, Wash., a disaster is no excuse for slacking off\u2014especially in the eyes of your constituents.<\/p> <p class=\"wp-block-paragraph\">\u201cThe short of it is, you have to be able to respond to both the disaster you&#8217;re faced with and manage day-to-day activities,\u201d he said. \u201cThe public relies upon you to get basic infrastructure opened up and available after a disaster. People don&#8217;t have a lot of tolerance for delays\u2014the trash has to be picked up.\u201d<\/p> <p class=\"wp-block-paragraph\">In addition to regular curbside collection, disasters can snarl your municipality&#8217;s streets and roads with tree branches, trash, and other materials. All of this has to be dealt with to prevent traffic headaches, health risks, and phone calls from disgruntled citizens who want the trash and materials taken away\u2014now. The nature of your response depends on the type and severity of the disaster.<\/p><p class=\"wp-block-paragraph\"><b>PULLING TOGETHER<\/b> <\/p> <p class=\"wp-block-paragraph\">In Spokane, as in many other municipalities, responding to a storm or other natural disaster requires teamwork and a step up in manpower.<\/p> <p class=\"wp-block-paragraph\">\u201cWe occasionally have big ice storms and other severe events,\u201d said Flint. \u201cIn such cases, our regular crews still do their normal jobs, although they might work overtime to start debris removal. We might augment our emergency response with contracted crews, such as demolition and debris haulers, and companies that bring in tub grinders.\u201d<\/p> <p class=\"wp-block-paragraph\">Flint has worked for the city for more than 20 years, including approximately six years in his current position. Even before his tenure with Spokane, he remembers the city&#8217;s response to a particularly difficult challenge.<\/p> <p class=\"wp-block-paragraph\">\u201cWhen Mount St. Helens blew [in 1980], that was a huge mess to deal with,\u201d he said. \u201cCrews had to be pulled in from other departments to clean debris and clear storm drains. People teamed together to deal with it.\u201d<\/p> <p class=\"wp-block-paragraph\">A brutal ice storm struck Spokane in 1996, bringing power outages that lasted nearly a week in parts of the city. Huge tree branches littered roads, parking lots, and major streets. In addition, citizens were faced with mountains of debris they needed to dispose of. St. Paul has a list of specific procedures that guide its various responsible departments during debris removal efforts. For example, the city&#8217;s parks and recreation department is charged with tackling debris on park property and assisting with removal of damaged trees in the right of way.<\/p> <p class=\"wp-block-paragraph\">The public works department&#8217;s debris removal duties include conducting an overall assessment of the area, clearing debris from emergency routes, prioritizing cleanup according to risk, and identifying temporary storage sites. The mayor may choose to commit additional city resources to assisting debris clearance and disposal.<\/p><p class=\"wp-block-paragraph\"><b>HURRICANE ALLEY<\/b> <\/p> <p class=\"wp-block-paragraph\">Ram N. Tewari, PhD, P.E., DEE, has seen his share of severe storms. His solid waste career spans three decades, and he has spent 5\u00bd years as director of waste and recycling services for the Solid Waste Operations Division (SWOD) in Broward County, Fla.\u2014smack in the middle of Hurricane Alley. He and his staff stand guard, waiting for heavy rains and strong winds when hurricane season arrives every year and make sure that regular collections and debris removal are tackled in an efficient manner.<\/p> <p class=\"wp-block-paragraph\">While the recent storm season was especially devastating thanks to Hurricanes Katrina and Wilma, stepped-up efforts helped the SWOD get the job done. \u201cTimely service delivery is my top priority,\u201d said Tewari. \u201cWe have a number of measures in place. These include an Emergency Preparedness Plan; Continuity of Operations Plan; pre-approved contracts for collection, hauling, temporary debris site management, volume reduction, disposal, monitoring, and data management.\u201d<\/p> <p class=\"wp-block-paragraph\">Tewari said that agencies in hurricane-stricken areas also team up to manage a storm&#8217;s aftermath; this includes joint-partnership and mutual-aid agreements, conference calls with all stakeholders affected, and team responsiveness.<\/p> <p class=\"wp-block-paragraph\">After severe storms, Tewari&#8217;s agency often sets up temporary debris management sites to handle the brush, fallen branches, and other material littering streets and roadways. These feature equipment to haul debris in, grind and incinerate material, load calling\/monitoring tower, and trucks for haul processed debris back out again.<\/p> <p class=\"wp-block-paragraph\">Public works professionals contribute to a community&#8217;s health and well-being on a daily basis, and this work is especially important in the face of a disaster.
