One portion of the waste stream that they have identified as lacking comprehensive and standardized management guidelines is construction and demolition (C&#038;D) debris.<\/p> <p class=\"wp-block-paragraph\">Estimated to make up 10% to 30% of total waste in the United States, C&#038;D waste management is now gaining momentum as a necessary tool for effectively reducing a city&#8217;s contribution to the local landfill. Effective management of C&#038;D waste from a public works perspective requires that it be further divided into two components: debris generated from building sites and waste generated from infrastructure-related projects.<\/p> <p class=\"wp-block-paragraph\">Most managers of municipal landfills already have C&#038;D waste policies in place for pickup and disposal. Some cities, though, are now developing regulations and ordinances addressing management of C&#038;D waste on public and private building sites. California in particular has led this effort by passing a 1989 state-mandated 50% waste diversion for all governmental jurisdictions. Because C&#038;D waste is a large part of total waste, diversion of this component has been crucial to achieving this waste reduction goal. One effective management approach is in San Jose, Calif. To meet their diversion goal, officials there use financial incentives to encourage builders to rethink their waste strategy. In order to obtain a building permit in San Jose, a builder must pay, along with the permit fee, a deposit\u2014the amount of which is determined by the square footage of the building. To get this deposit refunded, a builder must show how much C&#038;D debris they were able to divert from the landfill. The refund received corresponds to the percentage of debris diverted.<\/p><p class=\"wp-block-paragraph\"><b>Specifying A Waste Management Plan<\/b> <\/p> <p class=\"wp-block-paragraph\">Some cities across the nation have chosen to include a construction waste management specification in public building contracts. This specification typically establishes percentages by weight of C&#038;D waste generated by the project that must be diverted from the landfill through salvage, reuse, and recycling efforts. Materials approved for diversion also are established by the specification and typically consist of asphalt, wood, drywall, carpet, metals, and cardboard.<\/p> <p class=\"wp-block-paragraph\">A key component of this specification is the submittal and approval of a waste management plan prior to starting construction. This plan must include an estimate of construction waste quantities, methods of waste reduction to be used, recycling and reuse facilities involved, and specific transport and handling procedures including roads to be used by trucks hauling wastes.<\/p> <p class=\"wp-block-paragraph\">To ensure compliance with the waste management plan, at the end of the job the contractor must submit a report that documents the amount by weight of each type of material salvaged, reused, or recycled and the amount disposed of in the landfill. Other requirements of this type of spec can include appointment of someone as the waste management lead for the project, site requirements involving dumpster use, burn bans or restrictions, and subcontractor agreements for waste management.<\/p> <p class=\"wp-block-paragraph\">Policies regulating disposal of C&#038;D waste can affect not only how a city handles C&#038;D debris on its own building projects, but can extend to every building site in the community. For example, the town of Chapel Hill in Orange County, N.C., requires an approved solid waste management plan before issuing a zoning compliance permit for a development site.<\/p><p class=\"wp-block-paragraph\"><b>Successful Implementation<\/b> <\/p> <p class=\"wp-block-paragraph\">In order to successfully introduce a reuse and recycling program, officials must impress upon builders and citizens the need to conserve landfill space and building resources. Unique aspects of a community and region also can influence regulations and policies.<\/p> <p class=\"wp-block-paragraph\">The availability of local recyclers often determines the percentage of material that can realistically be diverted. If there are few local recyclers, public works officials can join forces with local builders to encourage the development of recycling or reuse facilities.<\/p> <p class=\"wp-block-paragraph\">Some areas in Oregon, for example, have established depots where builders can drop off C&#038;D debris for purchase or reuse by the public. But there is a long, successful history of recycling, reuse, and salvage operations in the road-building industry. For many years contractors have realized the economic benefits of reusing bricks, concrete, and asphalt removed from roadways. Two readily accepted and popular applications of broken-up concrete are as road base and riprap.<\/p> <p class=\"wp-block-paragraph\">Many cities have chosen to keep the grindings and other materials removed during the course of a roadway project for reuse in other projects. \u201cOur city&#8217;s specifications require milled materials to remain city property, and the contractor is directed to store these grindings at a city-designated site,\u201d said Gene Hewitt, city engineer for Peoria. III. \u201cPublic works employees later use the material on other jobs within the city.\u201d Peoria retains the option on each project to keep any material that might otherwise have been disposed of.<\/p> <p class=\"wp-block-paragraph\">In addition to roadway surface materials, some contractors also make arrangements to reuse excavated material. This dirt can be hauled to a different jobsite and used as fill.<\/p> <p class=\"wp-block-paragraph\">Reuse and recycling of materials is an established practice for sewer and water main installations. In areas requiring trench backfill or select granular fill, material excavated from the trench can often be used. This avoids having to haul in material from a quarry and provides an economic savings to the city.<\/p> <p class=\"wp-block-paragraph\">Roadway and pipeline projects also can generate debris consisting of metal pipes and castings. If these items are not salvaged by the contractor or city, local salvage companies or individuals are ready and willing to haul them from the jobsite.<\/p><p class=\"wp-block-paragraph\"><hl3> Considering environmental impacts <\/hl3> <\/p> <p class=\"wp-block-paragraph\">Although employees in public works have been recycling materials generated from infrastructure projects for years, increasing environmental awareness and stricter regulations are requiring everyone to think twice before hauling the next load of excavated material to another jobsite or dump site.<\/p> <p class=\"wp-block-paragraph\">Although state DOTs have been conducting thorough environmental assessments for years on projects managed by individual states, these policies are now being extended to local agencies. Last year, Illinois established special waste procedures for local highway improvements funded with state or federal monies.<\/p> <p class=\"wp-block-paragraph\">For any project in Illinois involving excavation or building demolition\/modification, cities must follow the procedures&#8217; screening criteria to determine if a Preliminary Environmental Site Assessment (PESA) is required. If this PESA results in a finding of moderate or high risk of the presence of regulated substances\u2014and avoidance of the area is not possible\u2014a more detailed report called a Preliminary Site Investigation (PSI) is required. A PSI determines the nature and extent of contamination. If the PSI recommends removal of the excavated material, it would typically be addressed in the contract.<\/p> <p class=\"wp-block-paragraph\">Although project designers in larger cities may already know how to prepare an environmental assessment, officials in smaller communities need to be aware of any special waste policies established in their state and allocate the necessary funds and time to achieve compliance and meet the project deadlines.<\/p><\/div> ","protected":false},"excerpt":{"rendered":"<p>With landfill space decreasing and environmental concerns and regulations increasing, public works officials are sifting through the waste stream for new ways to manage waste disposal.
