public works professionals completed our questionnaire. Their responses show that:<\/p>\r <ul class=\"wp-block-list\">\r <li>90% used AEC firms over the past year. As with <a href=\"http:\/\/www.pwmag.com\/budgeting\/public-works-magazines-2014-aec-survey_o.aspx?dfpzone=administration\" target=\"_blank\"><span >last year<\/span><\/a>, this is eight percentage points higher than in <a href=\"http:\/\/www.pwmag.com\/construction-management\/empty-pockets-full-workloads.aspx?dfpzone=administration\" target=\"_blank\"><span >2013<\/span><\/a>, and 12 and 13 percentage points more than <a href=\"http:\/\/www.pwmag.com\/government-projects\/opposites-attract.aspx?dfpzone=administration\" target=\"_blank\"><span >2012<\/span><\/a> and <a href=\"http:\/\/www.pwmag.com\/construction-management\/holding-steady-and-looking-ahead.aspx?dfpzone=general\" target=\"_blank\"><span >2011<\/span><\/a>, respectively.<\/li>\r <li>Of those who used AEC firms, 72% completed up to 10 projects with the help of firms, up from 64% the previous year.<\/li>\r <li>27% say their departments spent more than $1 million on consulting services, a 10% increase over last year. Nearly half (48%) spent less than $500,000; 12% spent $500,000 to $1 million.<\/li>\r <li>36% expect to spend more over the coming year (a 5% increase from last year) while 35% expect their budgets to stay the same. The rest either expect to spend less (10%) or aren\u2019t sure what the future holds (18%).<\/li>\r <\/ul>\r <p class=\"wp-block-paragraph\">Departments that expect to spend more have received more primary reasons respondents use AEC firms fall under one or a combination of three categories: access to expertise and unique skill sets, not enough in-house staff (especially for one-time or large-scale projects), and federally funded projects that require they partner with AEC firms.<\/p>\r <p class=\"wp-block-paragraph\">\u201cWe use them for larger projects that we don\u2019t have the staffing for, specialty projects when we don\u2019t have the expertise, or road projects using federal funding due to the processes involved,\u201d explains a Midwest public works director whose department spent $200,000 to $300,000 over the last year.<\/p>\r <p class=\"wp-block-paragraph\">Also, one respondent mentioned that AEC firms can bring newer technologies to a project, and a few more respondents use firms for an added level of accountability.<\/p>\r <p class=\"wp-block-paragraph\">\u201cIf you have a consultant, you have someone to blame failure on,\u201d says one survey-taker.<\/p>\r <p class=\"wp-block-paragraph\">Cost and convenience underlie the above justifications. Farming out highly technical work expedites completion when faced with tight construction deadlines. Outsourcing eliminates the overhead associated with employees.<\/p>\r <p class=\"wp-block-paragraph\">\u201cIt\u2019s easier to hire consultants than to obtain budget approval for additional staff,\u201d says a respondent from the Southwest whose department spends more than $1 million on AEC services.<\/p>\r <p class=\"wp-block-paragraph\">Another respondent, whose department plans to use consultants more in the coming year, explains how outsourcing eases the ebb and flow of staffing needs.<\/p>\r <p class=\"wp-block-paragraph\">\u201cAs capital improvements ramp up, more services will be needed. When the projects end, those services won\u2019t be needed. In-house expertise would entail a long hiring process and then layoffs, which are very taxing to the organization.\u201d<\/p>\r <p class=\"wp-block-paragraph\">As more funding becomes available in a strengthening economy \u2014 but not enough to bring the public-sector workforce back to pre-recession levels \u2014 we expect to see public agencies rely more heavily on consultants in the coming years.<\/p>\r <p class=\"wp-block-paragraph\"><em>Victoria K.
