All three will impact operations and budgets, and managers must be nimble. <\/p><p class=\"wp-block-paragraph\">Big data is the result of connectedness. Every time we visit the Internet or use our smartphones, huge amounts of data are generated and analyzed regarding our behavior. Location reports monitor the millions of smartphones moving along in vehicles. The next generation of automation is coming of age as car makers test vehicles that drive themselves under certain conditions, such as in stop-and-go congestion and on freeways.  <\/p><p class=\"wp-block-paragraph\"><strong>Next page<\/strong>: Changes in technology<\/p><\/div> <!--nextpage--><div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\"> <h3 class=\"wp-block-heading\">Changes in technology<\/h3> <p class=\"wp-block-paragraph\">Decline in per capita driving, new travel alternatives such as Internet-enabled ride share, and widespread funding uncertainty would make this moment in transportation history difficult to navigate at any time. But at the same time, increasingly rapid technological change is about to affect transportation in the same way it\u2019s changed other industries.<\/p> <p class=\"wp-block-paragraph\">As a result, city, county, and state DOTs are facing their biggest challenge since the Interstate Highway Program in the 1950s. Take the following seven steps to mobilize your agency to best serve the driving public.<\/p> <p class=\"wp-block-paragraph\">1. Establish partner relationships with transportation data\/trip information companies.<\/p> <div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">  <div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">  <h3 class=\"wp-block-heading\">Enhancing driver performance<\/h3>  <div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">  <br>  <p class=\"wp-block-paragraph\">Unlike most of the driving public, most commercial truck travel is on highways, at constant speeds, and for extended periods of time. That makes the vehicles an ideal platform for automated operation.<\/p>  <p class=\"wp-block-paragraph\">The Model 579 concept truck that <a href=\"http:\/\/www.peterbilt.com\" target=\"_blank\">Peterbilt Motors Co.<\/a>, Denton, Texas, brought to the Intelligent Transportation Society of America\u2019s World Congress in September 2014 showed attendees what smart vehicle technologies are and how they work:<\/p>  <ul class=\"wp-block-list\">   <li>Radar-based adaptive cruise control that automatically accelerates and decelerates to maintain safe following distances.<\/li>   <li>Lane departure warning systems (LDWS) that use cameras to detect lane edges and striping and alerts the driver if the vehicle is drifting.<\/li>  <\/ul>  <p class=\"wp-block-paragraph\">When connected to an electronically controlled steering system, LDWS can self-correct the truck\u2019s location. Adaptive cruise control uses data from LDWS cameras to stop the vehicle if necessary. The truck\u2019s GPS system adds features like last mile routing, parking assist, and new driver proficiency.<\/p>  <p class=\"wp-block-paragraph\">\u201cCombined, these technologies \u2014 while still evolving \u2014 increase safety through continuous situational awareness, reduced driver fatigue, and improved driving accuracy for superior fuel economy,\u201d says Principal Engineer and Manager of Advanced Concepts Bill Kahn.<\/p>  <\/div> <\/div> <\/div> <p class=\"wp-block-paragraph\">2. Determine what data your agency is responsible for and make it public. Data companies will provide analytics, but DOTs will be uniquely responsible for certain types of information.<\/p> <p class=\"wp-block-paragraph\">3. Develop transportation systems management and operations (TSMO), active traffic management, and integrated corridor management capabilities. As feedback on system performance grows, the ability to actively manage your agency\u2019s assets will grow.<\/p> <p class=\"wp-block-paragraph\">4. Partner in the development of cellular and fiber communications in transportation corridors. Almost all DOTs have implemented fiber backbone systems as part of their intelligent transportation system (ITS) investments over the last two decades.<\/p> <p class=\"wp-block-paragraph\">5. Determine how to engage the emerging technology of connected vehicles. The U.S. DOT will likely require all new vehicles to incorporate dedicated short range communication (DSRC) capability by the end of the decade.<\/p> <p class=\"wp-block-paragraph\">6. Make friends with your Department of Motor Vehicles (DMV), especially if it happens to be in your DOT. DMVs have a large role as vehicles become more automated because they license vehicles and vehicle operators.<\/p> <p class=\"wp-block-paragraph\">7. Plan for the workforce of the future. For a private company, adaptation is about survival; for a government entity, it\u2019s about relevance and public trust. Consider engaging human resource experts to develop alternative workforce skill scenarios for 10 years out, to 2025 and beyond.<\/p> <h3 class=\"wp-block-heading\">For more information<\/h3> <p class=\"wp-block-paragraph\">Here are two resources that can help.<\/p> <p class=\"wp-block-paragraph\">The U.S. DOT\u2019s Office of the Assistant Secretary for Research and Technology website includes videos, case studies, research, and other information about <a href=\"http:\/\/www.its.dot.gov\/library\/media\/15cv_future.htm\" target=\"_blank\">Connected Vehicles: The Future of Transportation<\/a>. <\/p> <p class=\"wp-block-paragraph\">The <strong>National Operations Center of Excellence (NOCoE)<\/strong> at <a href=\"http:\/\/www.transportationops.org\" target=\"_blank\">www.transportationops.org<\/a>. Launched in January 2015 by the <a href=\"http:\/\/www.transportation.org\/Pages\/Default.aspx\" target=\"_blank\">American Association of State Highway and Transportation Officials<\/a>, <a href=\"http:\/\/www.ite.org\/\" target=\"_blank\">Institute of Transportation Engineers<\/a>, <a href=\"http:\/\/www.itsa.org\/\" target=\"_blank\">Intelligent Transportation Society of America<\/a>, and <a href=\"http:\/\/www.fhwa.dot.gov\/\" target=\"_blank\">FHWA<\/a>, NOCoE provides proactive management techniques for improving safety and combating congestion.<\/p> <p class=\"wp-block-paragraph\">Don Hunt is the recently retired executive director of the <a href=\"https:\/\/www.codot.gov\/\" target=\"_blank\">Colorado DOT<\/a> and chair of the <a href=\"http:\/\/www.transportationops.org\" target=\"_blank\">National Operations Center of Excellence<\/a>.
