wp:paragraph --><p>In January, Illinois became the latest state DOT to adopt a paving specification for roller-compacted concrete (RCC), a very dry concrete mix with \u00be-inch aggregate that\u2019s delivered by dump trucks, placed with an asphalt paver, and compacted with a vibratory roller. Because of its high density and low water content, the material achieves high strength more quickly than conventional concrete pavement mixes.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>RCC is often topped with a thin layer of asphalt. The result is a pavement that\u2019s more durable than full-depth asphalt with a stone base course and easier for self-performing municipalities to finish and repair than conventional concrete pavement.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>By approving RCC \u201cfor constructing pavement, shoulder, base course, and base course widening\u201d as part of its <a href=\"http:\/\/www.dot.il.gov\/materials\/research\/expfeatures.html\" target=\"_blank\">Experimental Feature Program<\/a>, the Illinois DOT (IDOT) was able to add RCC to its sanctioned paving practices relatively quickly.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>Cities and counties can begin building roads with RCC on any project they like without having to wait for IDOT to conduct a full test project to evaluate material costs, pavement performance, and other data. More importantly, they can receive state motor fuel tax funds for projects. However those that do must provide documentation that will allow the state to track parameters, including materials, curing methods, and joint layout. They will also be required to report on their project\u2019s long-term performance.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>\u201cIt\u2019s not a particularly fast way of getting things done, but it allows contractors and specifiers to get some experience and helps prevent the blind adoption of the latest fads or trends in road construction,\u201d says Randell Riley, P.E., executive director of the Illinois Chapter of the <a href=\"http:\/\/www.acpa.org\" target=\"_blank\">American Concrete Pavement Association<\/a> and contributor to the IDOT specification. The association also plans to release an RCC guide specification this summer for use by public agencies and specifiers.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>Wayne Adaska, another contributor and director of pavements for the <a href=\"http:\/\/www.cement.org\/\" target=\"_blank\">Portland Cement Association<\/a>, was impressed with the speed at which IDOT reviewed and approved the new provision, a process that took only a few months. He credits the support of the concrete industry and IDOT\u2019s diligence and cooperative spirit for helping expedite the process.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>Adaska has worked with many federal, state, and local agencies in developing specifications for RCC. He is aware of at least 14 states and municipalities that have implemented specifications within the past decade. \u201cMore and more states are stepping up to the plate in providing RCC as another pavement option for their cities and counties,\u201d he says. In June 2014, IDOT plans to accept bids on a project for RCC shoulders, topped with asphalt, in the Chicago suburb of Lemont. The Illinois Tollway has also adopted an RCC specification and will be soliciting bids for truck parking areas in four oasis projects.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>Four Chicago suburbs\u2014Berwyn, Des Plaines, Franklin Park, and Summit\u2014are considering alley and residential street applications. The third IDOT specification author, Theron Tobolski, is an adviser on these projects and, as a marketing product specialist for Bridgeview, Ill.-based concrete producer <a href=\"http:\/\/www.prairie.com\/\" target=\"_blank\">Prairie Material<\/a>, has been educating public works agencies, engineers, and contractors since 2010.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>\u201cAs we continue to see successful projects, the comfort level of the engineers and owners grows as they are more willing to use roller compacted concrete,\u201d he says. Tobolski was instrumental in promoting RCC at the state level by inviting IDOT officials to visit jobsites of one of Prairie Material\u2019s most progressive customers: the Village of Streamwood, Ill.<\/p><!-- \/wp:paragraph -->\r <!-- wp:heading {\"level\":3} --><h3>Durability meets fiscal responsibility<\/h3><!-- \/wp:heading -->\r <!-- wp:paragraph --><p>In the midst of Chicago\u2019s coldest winter in 30 years\u2014and almost 80 inches of snow\u2014Matt Mann juggled snowplow schedules, monitored the salt supply, and dreaded frozen water mains. One thing that didn\u2019t keep the public works director up at night in January was wondering if village streets could withstand the weather.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>For the last four years, Streamwood has invested in rebuilding its neighborhood streets with RCC, topped with asphalt. Local funds allowed public works to use the $1.5 million generated to try out RCC in the absence of a state specification.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph  --><p>The first step, finding a concrete producer, proved to be the most challenging. Rather than following the usual bid process, Mann contacted local producers directly. \u201cIt took a few years, but Prairie Material ended up being the only one who could supply us with RCC,\u201d Mann says.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph  --><p>RCC was relatively new to Prairie Material at the time, so the producer and public works department worked together to develop the ideal mix: 525 pounds of cementitious materials, \u00be-inch maximum size aggregate, and BASF Construction Chemicals\u2019 <a href=\"http:\/\/cdnassets.hw.net\/54\/ad\/ca2bf13e4418bb6df0ea3e010e8a\/delvoesc-eng108.pdf\" target=\"_blank\">Delvo hydration stabilizer<\/a>.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph  --><p>Prairie began producing the mix with a central batch plant, mixing 5 cubic yards every 90 seconds. It placed 6 inches, compacted it, and left the surface unfinished to monitor its durability. The pavement performed so well, the department didn\u2019t hesitate to use it as a base course for city streets. \u201cWe placed the test pad in 2009, and it\u2019s still in good shape,\u201d Mann says.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>Although it\u2019s too soon to measure long-term maintenance savings, Mann anticipates repairs will be easier with the RCC-and-asphalt streets. \u201cWith the concrete base course, we can go in and mill off the top couple of inches, but we shouldn\u2019t have to do anything else,\u201d he says.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>One unexpected development has been the controlled cracking pattern of the asphalt surface over the RCC base. \u201cTypically, when asphalt cracks, it\u2019s in a random way,\u201d says Mann. \u201cBut here, we\u2019re seeing surface cracks that mirror the joints we\u2019ve cut in the RCC base course. We still have to seal them, but it\u2019s actually easier since they follow a more predictable pattern.\u201d<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>This is one reason the village prefers to top RCC with asphalt. According to Adaska, due to the absence of air entrainment, unsurfaced RCC in freeze\/thaw environments is more susceptible to surface scaling and frost damage than conventional air-entrained concrete pavement. The public works paving crew installed about 300 cubic yards of RCC a day to reconstruct Edgewood Drive, a 1,850-foot residential street.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>Twelve Streamwood dump trucks and three leased semi-trailers hauled the mix from Prairie Material\u2019s Addison, Ill., plant to the jobsite, seven to 10 cubic yards at a time. The zero-slump material was kept covered by tarps to prevent it from drying. One after another, the trucks backed up to a <a href=\"http:\/\/www.volvoce.com\/constructionequipment\/na\/en-us\/products\/pavers\/blawknoxwheeled\/Pages\/introduction.aspx\" target=\"_blank\">Blaw Knox<\/a> paver to place the road base. The crew then compacted the material to its specified 6 inches with a 10-ton <a href=\"http:\/\/company.ingersollrand.com\/ircorp\/en\/index.html\" target=\"_blank\">Ingersoll Rand<\/a> roller.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>\u201cWe are fortunate to have our own equipment and paving crew that was already proficient with asphalt paving equipment,\u201d says Mann. They adapted easily to working with RCC, since the dry material behaves much like asphalt during placement.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>Immediately after compaction, a third-party materials testing consultant used a nuclear gauge for determining in-place density to confirm the RCC had reached its required 98% minimum density.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>Before the adjacent lane was placed, workers sprayed the fresh edge joint with BASF\u2019s <a href=\"http:\/\/www.basf-admixtures.com\/en\/products\/evaporation_reducer\/Confilm\/Pages\/default.aspx\" target=\"_blank\">Confilm evaporation reducer<\/a> to retain moisture and ensure better hydration and density development at the joint interface. An asphalt emulsion was then sprayed on, doubling as a curing compound to seal in moisture and a tack coat for the asphalt topping.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>Residents had almost immediate access. \u201cAfter the roller compactor goes over the concrete, the cars aren\u2019t heavy enough to bother it,\u201d says Mann. \u201cWe just ask that people don\u2019t drive on it while we\u2019re paving, and we keep the garbage trucks off for about a week.\u201d<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>The next morning, a sawing contractor cut transverse control joints in the RCC base every 30 feet to control cracking. The joints were sealed with an IDOT-approved hot-poured joint sealant once the entire stretch of RCC was placed.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>Although an asphalt overlay can be added within 24 hours, Mann takes a more conservative approach. \u201cPrairie recommends waiting a few days to allow the RCC to obtain significant strength, so we usually give it seven days,\u201d he says. RCC achieves a compressive strength of 6,000 to 10,000 psi in 28 days (IDOT requires 4,500 psi).<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>Streamwood uses a two-step process to place the asphalt, adding a leveling binder to smooth the surface one day and placing the final layer the next day. This allows residents full access to their driveways throughout the entire project.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>Public works professionals from several nearby cities and IDOT officials visited the jobsite. Although they were interested in the nuts and bolts of the process, cost savings was their top concern. With asphalt prices increasing, using RCC has saved Streamwood more than the expected 15% in material costs compared to full-depth asphalt, and 25% in pavement thickness.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p><strong>Next Page: Keeping the bean counters happy<\/strong><\/p><!-- \/wp:paragraph -->\r<\/div><!-- \/wp:group --> \r\r\r <\/div><!-- \/wp:group -->\r \r <\/div><!-- \/wp:group -->\r<\/div><!-- \/wp:group -->\r<!-- wp:group {\"layout\":{\"type\":\"constrained\"}} --><div class=\"wp-block-group\">\r <!-- wp:heading {\"level\":3} --><h3>Keeping the bean counters happy<\/h3><!-- \/wp:heading -->\r <!-- wp:paragraph --><p>On Edgewood Drive, the village saved more than $24,000 in material costs by replacing the old pavement (6 inches of asphalt over a 6-inch stone base) with RCC. The new pavement is 4 inches stone, 6 inches RCC ($58,400) topped with a 2-inch hot-mix asphalt overlay ($23,800). Saw cutting and control joint sealing are contracted out ($3,800), for a project total of $86,000. By comparison, new asphalt streets are required to have a 7-inch hot-mix asphalt base, 1.5-inch binder, and 1.5-inch surface layer for a total of $110,400.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>\u201cAfter seeing the money we\u2019ve been able to save by using material that\u2019s equivalent or maybe superior quality to what we\u2019ve done before,\u201d says Mann, \u201cthe board and mayor keep asking \u2018Where else can we use this?\u2019\u201d So far the village has reconstructed one residential street a year, but Mann wouldn\u2019t hesitate to use RCC on any village street if the need arises.<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>What began as an experiment to save money has become an investment in the long-term quality of Streamwood\u2019s streets. Adaska applauds the department\u2019s efforts, adding, \u201cUnfortunately, many cities are still building thin, inadequate streets, but Streamwood is investing in the longevity of its roads by building strong and durable pavement.\u201d<\/p><!-- \/wp:paragraph -->\r <!-- wp:paragraph --><p>Due to the rapid growth of RCC and increasing interest from public agencies, the newly created RCC Pavements Promotional and Research Council was formed in January 2014. The council is composed of contractors, equipment manufacturers, materials suppliers, and concrete producers. Its goal is to provide education, marketing, and research on RCC to improve and expand its uses.
