In January 2009, President Barack Obama named Ray LaHood as the 16th Secretary of Transportation. Despite being charged with Obama’s daunting task of rebuilding the nation’s infrastructure, LaHood accepted the nomination.<\/p>

Detractors have noted that LaHood’s experience with transportation-related issues is minimal, as many wonder if he is the correct person for the position. Those in favor of LaHood argue that his past experiences as a member of the House Transportation and Infrastructure Committee provide adequate qualification.<\/p>

The ARRA is expected to pour billions of dollars into the nation’s infrastructure, and LaHood is leading the charge to ensure funds are spent in a timely and proper manner.<\/p>

CONCRETE CONSTRUCTION recently conducted an interview with LaHood in order to sort out questions regarding ARRA, and more specifically, its impact on the nation’s infrastructure.<\/p>

CC: There is plenty of money in the ARRA package to maintain and repair our infrastructure. How much more money is needed to improve our infrastructure and when will these funds become available?<\/strong><\/p>

Ray LaHood:<\/strong> Many believe that America’s transportation system needs greater investment, and I share that view. How much more is unclear, and how best to pay for it is still unclear. As Congress works to reauthorize surface transportation assistance programs, they will be addressing both questions\u2014and the U.S. Department of Transportation will work with them to that end. Our goal is a better transportation infrastructure system that creates jobs and strengthens our economy.<\/p>

<\/div>

CC: If there is a quicker-than-expected economic rebound, many of the infrastructure projects could start just in time to compete with renewed private spending. Is there a way to get infrastructure projects moving quicker and ensure that they help with the rebound and don’t lag and come about later when they aren’t the help they were intended to be? What are your thoughts on timing and how to influence it?<\/strong><\/p>

LaHood:<\/strong> We are moving as quickly as possible to get recovery money into the economy, when it can do the most good. President Obama fought for passage of ARRA and signed it into law on Feb. 17, 2009, less than one month into his administration. Only about two weeks later the Department of Transportation’s Federal Highway Administration started to obligate funds to the states so they can get working on their projects. Even before ARRA passed, we had been talking with the states and localities to identify projects, and we had set up a team within the Department of Transportation to expedite getting the money to these projects. We are committed to getting the money out the door as quickly and responsibly as possible.<\/p>

CC: What effect will the infusion of federal monies through ARRA have on the amount appropriated in the reauthorized surface transportation bill? Is funding likely to be lower than it otherwise would be? Why or why not?<\/strong><\/p>

LaHood:<\/strong> That too is a good question for my former Congressional colleagues. We don’t believe the two are connected. ARRA funding is a one-time infusion of badly needed investment in our roads, bridges, and transit systems, while reauthorization will focus on multiyear, longer-term investment. If anything, the effect that ARRA has had already is proof that more is needed. The roads, bridges, and transit systems need more than we have given them for the past many years, and this is our opportunity to get it right and to make things better for many years to come.<\/p><\/div>

CC: One reader said his state DOT has never responded so quickly to a funding request; his projects were approved for ARRA funds within a week versus the usual two months. One of ARRA’s goals is to put people back to work by jump-starting infrastructure construction. Is the legislation working as intended?<\/strong><\/p>

LaHood:<\/strong> Yes it is. We have a substantial backlog of worthwhile transportation projects waiting for funding. I have met with state officials and other transportation stakeholders, and we have discussed how the money can be spent quickly to create jobs on projects that make long-term sense for our transportation systems in communities across the nation. We also reviewed the need for transparency and full accountability on this spending. As I noted, before the economic recovery act was ever passed, I had created within the Department of Transportation a team to make sure we got the money over which we have responsibility into the economy quickly and by the book. We were ready to go as soon as the law was passed.<\/p>

CC: Each state governor must certify that approved projects meet ARRA requirements. By what criteria will road and bridge ARRA projects be held accountable? What will happen if a project’s approved and built but later found to not meet the criteria? Who’s on the hook\u2014the governor or the state DOT?<\/strong><\/p>

LaHood:<\/strong> The ARRA sets down reporting and recording requirements. States must report on the progress of their projects and on job creation. The information is provided to the Department of Transportation’s Federal Highway Administration. FHWA will track the improvements to ensure the accountability and transparency of ARRA funds.<\/p>

By signing the 1511 certification, each Governor is pledging to support each project it contains. We will continue to insist on accountability, and we are working through the President’s Web site Recovery.gov to ensure that the American taxpayer knows exactly where their funds are going and to what projects.<\/p>

CC: Do you expect another Congressional transfer to the Highway Trust Fund this year?<\/strong><\/p>

<\/p>

LaHood:<\/strong> Last year, Congress provided an infusion of $8 billion to the Highway Trust Fund. However, we remain at risk of another cash shortfall in FY 2009. We are closely monitoring the situation and to keep Congress and other stakeholders informed, the Federal Highway Administration now is reporting on its Web site (http:\/\/www.fhwa.dot.gov\/highwaytrustfund\/index.htm<\/a>) the monthly status of cash balances in the Highway Trust Fund.<\/p>

CC: In general terms, how will ARRA impact the road construction industry? LaHood:<\/strong> Favorably. The ARRA is designed to jump-start the economy by creating jobs now through infrastructure improvements that will enhance our economic competitiveness and allow us to continue to create jobs in the future. Certainly I believe the ARRA will create good paying jobs in industries involved in rebuilding the transportation infrastructure.<\/p>

CC: In regards to performance, longevity, and reliability, concrete may be better suited than asphalt for road and highway construction applications. What are your thoughts on the use of concrete for these types of applications?<\/strong><\/p>

LaHood:<\/strong> Bearing in mind the name of this publication, I would hasten to say that concrete has many fine attributes and that both concrete and asphalt have many benefits. Ultimately, it’s a state decision as to which one is better suited for a particular project.<\/p>
